Organizational Setting and Reporting
The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote regional cooperation for inclusive economic and social development in the Asian and Pacific region. ESCAP's role as a regional development arm of the United Nations Secretariat is to support its membership, through its analytical, normative and technical cooperation, to respond to the development priorities and changing needs of the Asian and Pacific region.
The Conference Management Unit (CMU) manages and operates the United Nations Conference Centre (UNCC) in Bangkok, Thailand. CMU provides full conference services for official UN meetings and events hosted by external clients. It also actively promotes the use of UNCC to other UN Agencies and related bodies, who are provided with conference rooms, equipment and services including audio-visual and technical support, exhibition space and logistics support, catering, as well as office equipment and video-telecommunication facilities.
This position is located in the Conference Management Unit, in the Division of Administration.
Responsibilities
Under the general supervision of the Chief, Conference Management Unit and under the direct supervision of the Meetings Services Assistant Supervisor, the incumbent is required to perform the following functions:
1. Provides full range of technical assistance and team supervision in the area of conference services technology;
2. Plans, schedules, coordinates and monitors progress of the work of the conference technicians, including sub-contracted audio and video technicians, for all meetings and video conferences held at the United Nations Conference Centre (UNCC);
3. Supervise a team of conference technicians, sub-contracted audio and video technicians;
4. Provides guidance and training to new/junior team members when required;
5. Prepares and implements audio and video plans for meetings and events held at the UNCC, by closely liaising with meeting organizers, and ensures availability of staff and equipment;
6. Coordinates with conference logistics team ensuring conference technology systems and services can accommodate varying room layout configurations;
7. Prepares proposals with recommendations for modification, redesign and upgrade of the existing audio and video equipment and conference systems including writing the technical specifications of required equipment and undertaking technical evaluation of bids/proposals;
8. Operates the Closed Circuit Television (CCTV) system, the digital signage system, the Public Address (PA) system and the zone announcement system, including for emergency announcements; ensures that daily meeting schedules are displayed in the entire CCTV system accurately;
9. Designs and schedules graphics and messaging for UNCC digital signage;
10. Assembles and tests all conference related equipment and systems, and conducts their maintenance; and maintains adequate quantities of spare parts and consumable supplies in stock;
11. Coordinates equipment repairs with AV and Conference Technology vendors;
12. Processes recording of meeting proceedings in audio and video format as required, duplicates CD, DVD and other audio file formats, and converts audio and video formats as necessary;
13. Acts as custodian of all AV and conference related equipment; maintains their inventory, location and distribution; and carries out periodic and annual physical count;
14. As ESCAP video-conferencing focal point, is responsible for communicating with ESCAP offices and staff, as well as with other duty stations, for holding meetings via video-conference or telephone conference systems, including interviews for staff recruitment; provides technical information and organizes video/audio conference tests with relevant parties to ensure their smooth running;
15. Checks availability of Integrated Services Digital Network (ISDN) lines or network connection, as well as appropriate venue to set up the video-conferencing equipment, confirming arrangements with all interested parties;
16. Verifies Integrated Services Digital Network (ISDN) telephone billing concerning video-conferences;
17. Acts as ESCAP Sound Engineer for meetings held outside its headquarters to ensure that the equipment provided meets ESCAP's requirements;
18. Performs other duties as assigned by the Unit Chief and Supervisor.

Education
High school diploma or equivalent is required. First level university degree in electronics engineering or related technology field is desirable. Must pass the United Nations Administrative Support Assessment Test (ASAT) at Headquarters or an equivalent locally-administered test at Offices Away.
Work Experience
A minimum of seven (7) years of progressively responsible experience in technical conference servicing and/or electronics is required. Experience in providing audio and video services to international meetings is desirable. Supervisory experience is desirable.
Relevant IT skills, including familiarity with Microsoft Office and web-based applications, required.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage. Knowledge of Thai is desirable.
Assessment Method
Qualified applicants will be evaluated through a competency-based interview and/or other assessment methods.
Special Notice
Appointment against this post is on a local basis; candidates shall be recruited in the country or within commuting distance of the ESCAP office, irrespective of nationality and length of time the candidate may have been in the country. If no suitable candidate is identified, overseas candidates will be considered subject to a passing grade on the relevant entry-level examinations at the duty station. The candidate is responsible for any expenses incurred in order to take examination and, in the event of an employment offer, any costs relating to travel and relocation to the duty station.
