General presentation
Médecins sans Frontières is an international, medical, humanitarian organization, which has been working in Myanmar since 1992 and is currently providing healthcare in Shan, Rakhine and Kachin States and Yangon Divisions. Over 1,200 international and national staff work closely together to provide high-quality care and treatment through a network of health centres and health posts.
Main of task and responsibilities
1) Medical Doctor Responsibilities
- To ensure MSF policies and guidelines are properly followed
- To provide appropriate clinical care to PHA patients, including diagnosis and treatment of OI's and IRS, ARV treatment and management of drug side effects
- Where relevant, to provide appropriate clinical care to TB, STI and/or depending on project, MCH, malaria patients and general PHC.
- To determine when a patient should start ARV treatment and prepare the patient.
- To prepare pre-ART baseline investigations and to ensure all requirements are fulfilled for ARV treatment
- To ensure patient's adherence to ART and to monitor progress and side effects
- To organise the patient appointment book, registers and regular follow-up schedule
- To address other health needs of the patient not concerning HIV/AIDS
- To maintain clear and complete documentation on patients
- For TB patients, to ensure proper TB counselling/health education has been given and clinically appropriate treatment is provided. For STI patients, to ensure priority for the target groups and to establish a good relation with them.
- To perform home care visits when and where necessary

2) General management and coordination
- To coordinate other members of the multi-disciplinary team surrounding each patient
- To ensure the overall smooth functioning and integration of the various activities in the clinic
- To collaborate with the project coordination team on all project related matters
- To assess needs for medicines and medical materials for ordering, in collaboration with nurse supervisor and ensure proper supply of drugs, medical and logistics supplies at clinic level.
- To deal and negotiate with local authorities as needed
- To lead the clinic meetings
- To signal and initiate improvements in the functioning of the clinic
3) Staff management
- To supervise all staff at clinic level with regard to the proper performance of their duties.
- In liaison with the PC, to ensure adequate staffing in the clinic at all times
- In collaboration with supervisors of each department, to organise the clinic team
4) Data collection and reporting
- To ensure the correct, complete and timely collection of relevant data
- To monitor clinic activities and analyse relevant data
- To compile activity reports on a regular basis
- To ensure that consumption collection/reports/analysis, in collaboration with nurse supervisor, are done correctly and systematically and that numbers are medically pertinent
- To alert PC/PMC timely for any concerns or discrepancies noted
Requirements
- Medical degree valid SAMA
- Minimum 2 year work experience with MSF
- Proven management/supervision skills
- Good command of English, both written and spoken
- Good computer skills (Microsoft Office Package), preferable
- Motivated to work in the field and/or remote areas
