Purpose of the Position
The unprecedented socio-political transition in Myanmar has opened up greater space and scope for advocacy,information and communication, including to promote children`s rights. UNICEF`s work related to advocacy, publicinformation and engagement with the media have expanded over the past months and is expected to grow further tomeet with the increased demands.UNICEF Myanmar is looking for a talented team leader with proven record in systematic, strategic and creative advocacyand strong interpersonal skills.The position will support the development of appropriate analyses, tools and briefs to help UNICEF take advantage ofnew opportunities for alliance building and advocacy.Under the overall supervision and guidance of the Representative, accountable for leading the advocacy and partnershipof the Myanmar Country Office. It entails developing, implementing and monitoring a new strategy in line with theadvocacy framework and tools promoted by UNICEF globally to support changes in policy and legislation, increase andimprove public and private resource allocations for children, establish proper monitoring systems and build the capacityof key potential advocates for children- and ultimately accelerate at-scale results for children in Myanmar.The incumbent is required to support programmes in achievement of programme results in a complex environmentincluding emergency, child recruitment, engagement with non-State actors and opportunities in CSR, new Institutionsresulting from democratic change process, increasing donor support, and greater transparency in government allocationand resource use, all of which UNICEF will need to leverage for children.
Key Expected Results
1. Effective advocacy, policy and partnership strategy: The Country Office has a clear strategy and associated work planto mobilize resources and partners in support of the CRC and CEDAW in the country.
2. Empowered media able to foster debates on the implementation of CRC and CEDAW: The Country Office has aneffective engagement with local and international media leading to increased coverage and active debate on children`sissues in the society. It includes harnessing the potential of emerging social media.
3. Established and well-functioning networks, coalitions and partnerships able to promote implementation of CRC andCEDAW and other relevant international standards for children: New coalitions are built in support of CRC and CEDAW,spanning across the Myanmar society - including parliamentarians, religious leaders, businesses, trade unions,international development partners, academia, local and international NGOs, and influential personalities from culture,arts and sports.
4. Campaigns: The Country Office leads the formulation of country-wide campaigns in support of particular outcomes.
5. Resources mobilization support: Government, international development partners and businesses are increasing theirfinancial commitments to children.
6. Management: Human resources and financial resources are identified, mobilised and effectively managed in supportof the strategy.
7. Monitoring and evaluation: Baselines are established against which the objectives of the strategy are regularlyevaluated; analysis is undertaken to continuously improve the effectiveness of the strategy are regularly evaluated;analysis undertaken to continuously improve the effectiveness of the strategy, approach and activities, results andreports are prepared on a timely basis.8. Capacity building and support: Counterparts and staff are provided with expert advice to increase efficiency in theirown advocacy and communication as required.9. Advisory support and communication for strategic results: Develops communication approaches and guidelines,including those most effective for gender mainstreaming across all programmes.
Qualifications of Successful CandidateEducation:
- Advanced university degree in Social Sciences, Public Administration, International Relations, Advocacy, Journalism,Public Relations or other related fields of disciplines or an undergraduate degree plus at least fourteen years ofdemonstrated professional experience in the field of advocacy, communications, external relations, public affairs, publicrelations or corporate communications.
- Work Experience:
- Ten years of progressively responsible and relevant professional work experience.
- International and national workexperience in both developed and developing countries.
- Professional experience in advocacy, partnerships and resourcemobilization, print, broadcast, new media.
- Background/familiarity with Emergency situations.
Language:
- Fluency in English and another UN working language.
- *A first level university degree with a relevant combination of academic qualifications and experience may be accepted inlieu of the advanced university degree.

The Socio-political environment in Myanmar is continuously and rapidly changing and living conditions are improving.With international organizations already present in country expanding operations and new organizations setting upoperations in-country, opportunities for accompanying spouses and partners are increasing.
