Organizational Setting and Reporting
These positions are located outside of Headquarters, and particularly in the peacekeeping missions. The grade of the Chief Telecommunications Officer (CTO) is related to the size and complexity of the mission/office, and may range from P3 to P5. The CTO typically reports to the Chief Information Systems and Telecommunications Technology Officer (CISTTO).
Responsibilities
Within delegated authority, the Chief of Unit/Section will be responsible for the following (These duties are generic and may not be carried out by all Chief Telecommunications Officers):
Plans and oversees the management of activities undertaken by the Communications Unit/Section; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Unit, and, in liaison with the other Units/Sections of the mission.
Conceptualizes, develops strategy for and oversees the design and implementation of major telecommunications systems initiatives; manages/oversees multiple, concurrent and often disparate tasks for projects that span regional field missions, or, where applicable all field missions
Provides authoritative technical and policy advice to the CISTTO on telecommunications systems deployment in a changing business environment and the implications of various alternatives on business applications and other related issues; identifies and plans for future needs; develops and disseminates best practices
Leads and directs a team of telecommunications officers/engineers; may oversee activities for a discrete work section or equivalent; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs
Manages procurements, including conducting needs assessments and benchmarks, preparing bid documents and arranging contracts; supervises, coordinates and negotiates the services required to enable the management and operation of interdependent information technology and telecommunications systems
Develops and monitors performance measures; ensures that projects meet established time and cost parameters and standards of technical quality
Sets up, controls and oversees Helpdesk support services
Prepares and monitors the budget, work program, and spending plan
Develops innovative solutions to resolve intricate problems that impact a critical area of the organization's work
Ensures the development of standards, procedures and practices to ensure stable and effective telecommunications networks and systems
Ensures that the outputs produced by the Unit maintain high-quality standards; that reports are clear, objective and based on comprehensive data; ensures that all outputs produced by the unit meet required standards and comply with the relevant mandates
Serves as the main liaison, and represents the Unit with its clients
Ensures proper inventory control and asset management of telecommunications systems assets and services in coordination with the mission's Property and Inventory Control Unit
Serves on various committees and review bodies within the mission as required.

Education
Advanced university degree (Master's degree or equivalent) in Telecommunications, Computer Science, Information Systems, or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
At least ten (10) years of progressively responsible experience in planning, analysis and design of telecommunication systems is required; and at least five (5) years of management experience in United Nations common system field operations, inclusive of Peacekeeping and Special Political Missions, UN Agencies, Funds and Programmes, is desirable. Proven track record of managing and delivering highly complex projects, and experience in integrating large-scale Information Systems and Technology is required.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of another UN official language is desirable.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

The purpose of this job opening is to generate a list of qualified candidates for inclusion in the Chief Telecommunications Officer roster.
The entire assessment process takes an average of six months; all applicants will be notified in writing of the outcome of their application (whether successful or unsuccessful) within 14 days of the conclusion of the process. Successful candidates will be placed on the roster and subsequently will be invited to apply for field mission vacancies open only to roster members. Roster membership does not guarantee selection.
