UNOPS has been supporting projects in Pakistan for more than 15 years and in 2010 opened a new office in Islamabad to support the post-flood relief and recovery effort. UNOPS in Pakistan implements projects in the following thematic areas:

UNOPS first commenced operations in Pakistan in 1999 and significantly up-scaled activities from 2005 onwards to support vulnerable earthquake affected populations. In 2010, UNOPS opened a new office to support the Government of Pakistan and other partners to deliver humanitarian and reconstruction services, following the most devastating flood in the nation's history. With more than 14 years of experience in the country, UNOPS Pakistan has been implementing projects in support of thematic areas such as early recovery and reconstruction of community infrastructure, project management and related monitoring and verification, community development,gender justice and women's empowerment, and procurement.
Having becoming part of the Afghanistan Operational Hub (AFOH) since early 2013, UNOPS Pakistan continues to deliver projects across the country in support of sustainable infrastructure, sustainable procurement, and sustainable project management. Based in Islamabad, UNOPS Pakistan consists of a core management team and specialists in infrastructure, education, procurement, legal empowerment, governance,census and elections, WASH and health. UNOPS Pakistan has established partnerships on the ground and across all provinces, delivering results in peacekeeping, humanitarian and development operations.
Functional Responsibilities
Purpose and Scope of Assignment
- Business Development Analyst will work as part of the larger AFOH Business Development team, but mainly focusing on the business opportunities in Pakistan to expand the partnership and client base in Pakistan.
- The work will entail extensive solicitation work to ensure a start up portfolio in UNOPS mandated areas of service provision is established and delivered.
- Draft concept notes and projectdocument briefs for further discussion with clients and donors
- Prepare project proposals and budgetsin conjunction with the project-costing team & resources to secure business
- S/he will work closely with the AFOH Business Development Manager to secure funding for new projects.
- S/he will represent UNOPS inappropriate technical fora of the UN and Government and in relation to donorsand development partners to ensure the agency is on the map and makes acontribution to the recovery and reconstruction debate
- S/he will identify potential demand for technical services and report potential engagement to the AFOH Business Development Manager for further action
- Ensure a consultative process in development of the newproject opportunities through undertaking discussions with all the concernedstakeholders including the government, private sector, international community,the UNOPS country team and the UNOPS Regional office
- S/he will support the AFOH Business Development Managerin all technical management matters as required
- S/he will provide inputs to the establishment of the UNOPS field operations structure in Pakistan to ensure the delivery systems are efficient
- Scan opportunities for project development intelligence (facilitate assessments of client needs, UNOPS comparative advantages, and partner survey analysis, among others)
- Active participation in the identification, design, formulation and negotiation of new projects and programs and development of appropriate engagement proposals through a targeted approach
- Any other relevant business assigned by the AFOH Business Development Manager
Monitoring and Progress Controls

Education/Experience/Language requirements
a. Education
- University Degree (bachelor's degree / first level) in Project Management, Business Administration,International Relations, Political/Security/Development Studies, or other relevant discipline required.
- Project management experience, PRINCE2 Foundation certification, is an asset.
- Successful candidates will be required to complete the UNOPS Project Management Foundation course within the first year of their assignment
b. Work Experience/Language
- Minimum 3 years of experience in resourcemobilisation, business/partnership development or liaison function ininternational organisations, NGOs or Private Sector if the applicant has abachelor's degree in above field
- Experiencein Government/donor sector an asset
- Experienceor appreciation of work with communities an asset
- Previousexperience from the UN/UNOPS an asset
- Fluencyin both written and oral English is essential
Competencies
- Must be a self starter, team player and good communicator who understands theconcept of working for a service provider and with clients.
- Must appreciate complexities of working in a conflict and post disaster country with weak governance structures, civil administration interwoven with military delivery systems and potentially extreme religious and cultural sentiments
- Must be able to work under significant pressure and for long periods without breaks
- Excellentskills and command of relevant MS software is required
