Background Information
MACMine Action Cluster Based in New York, the UNOPS Mine Action Cluster provides a range of mine action services in emergency and post-conflict settings, on behalf of the United Nations, governments and other partners. Established in 1997 and part of the UNOPS Global Partner Services Office, the Mine Action Cluster has helped partners significantly improve the lives of people in more than 30 countries around the world. It delivers fast and efficient procurement, recruitment and management services to facilitate humanitarian aid and launch emergency mine clearance. The cluster is also responsible for the administrative oversight of its field offices, in line with partner requirements and UNOPS rules and regulations. The UNOPS Mine Action Cluster (MAC) within theGlobal Partner Services Office (GPSO) is a principal service provider in thefield of mine action with the United Nations Mine Action Service (UNMAS), UNDP,UNICEF, Governments of mine-affected countries and other mine action partners.The Cluster is responsible to administer, provide support and oversight of theday-to-day management of the Project Field offices, both according to theclient requirements and in line with UNOPS rules and regulations. It is headedby the Cluster Chief who has the overall authority and accountability for theperformance of the Mine Action Cluster on behalf of its clients.
Somalia Mine Action supports mine and explosiveremnants of war (ERW) clearance activities, awareness programming,contamination survey and coordination for mine action activitiesthroughout Somalia. Somalia Mine Action works closely with other UNAgencies, local communities and humanitarian and development actors to ensure asustainable and effective response to explosive contamination in Somalia, withpriority on improving the lives of people living in affected communities, andensuring national capacity development for a long term solution to the problem.In Somaliland and Puntland, capacity development has been carried out for theSomaliland Mine Action Centre SMAC, the Police EOD, the Puntland Mine ActionCentre and the Puntland EOD. The Programme has an office in Nairobi to providemanagerial and support functions for the Regional Offices in Somalia.
Functional Responsibilities
Purpose and Scope of Assignment The Budget Associate reports to the Finance and Budget Officer and work closely with the Head of Support Services he /she duties include:
  • Manage the approved budgets in accordance with UNOPS policies;
  • Supervise the cash flow and expenditure of the budgets for assigned project;
  • Advice the Management in assessing the existing financial system and propose improvements whenever necessary;
  • Supervise the financial system in accordance with Financial policy in support of all the projects;
  • Act as financial delegate as required for all financial documentation;
  • Prepare accurate and timely periodical and other financial and administrative reports and ensure that internal control systems are functioning and all relevant records are maintained;
  • Provide responses to internal and external audit observations and to funding agencies on financial and budgetary matters;
  • Assists and advise on finance matters, including budgeting related to their individual Projects;
  • Respond to queries on status of payments/ accounts/expenditures and or/ advance matters and resolve any discrepancies;
  • Conduct pre-audit mission to project site in order to assess their needs and make recommendation;
  • Perform spot checks of projects activities to ensure that internal controls are adhered to;
  • Provide training to project staff on cash management in the field;
  • Assume responsibility of the Budget unit during the absence of the Finance and Budget Officer;
  • Provision of information for reports on financial status, procedures, exchange rates, costs and expenditures and potential funding problems.
  • Contributions to knowledge networks and communities of practice.
Education/Experience/Language requirements
Education
  • High school Degree is required
  • Master's degree in Finance, Accountant or any other relevant field.
  • A Bachelor's degree and or Certificate in combination with relevant years of experience may be accepted in lieu of master's degree.
Work Experience
  • Minimum 4 years to 6 years of relevant experience in Finance, Accounting or other related fields.
Language
  • Fluent in oral and written in English is required;
  • Fulent in Somalie
Competencies
Key Competencies
  • Knowledge of ATLAS system will be considered an asset;
  • Knowledge of UN Financial Rules and Regulations will be considered an asset;
  • Ability to travel frequently is a main requirement;
  • Ability to perform a variety of standard tasks related to financial resources management, including screening and collecting documentation, financial data processing, financial data processing, filing, provision of information
  • Ability to interact and communicate within a team and with clients
  • Strong IT skill, in particular in EXCEL
  • Ability to adhere to work assignments and meet designated deadlines.

  • Good inter-personal and communications skills and the ability to interact readily with UN staff members at all levels.
