ORGANIZATIONAL SETTING
The International Trade Centre's Division of Market Development (DMD) provides trade r elated technical assistance (TRTA) particularly in relation to trade intelligence and sector development. The division offers a range of services in relation to trade development, trade facilitation, trade negotiations, sector development and competitiveness strategies. Furthermore, the division provides key strategic inputs to corporate initiatives, strategies, communication, and analysis of various topics of relevance to ITC and the beneficiaries of the TRTA provided by the organisation.
The Market Analysis and Research Section (MAR) supports trade policy makers, trade support institutions and enterprises in developing countries in identifying opportunities for product and export market diversification. It does this by developing and maintaining data-driven analytical tools, traderelated analysis methodologies and by offering a wide range of capacity building activities in developing countries for market analysts and export-oriented managers in the public and private sectors to conduct effective market analysis, an essential element of successful export strategies.
MAIN PURPOSE AND KEY RESULTS EXPECTED
The two principal goals of this job function are 1) to contribute to the Market Analysis and Research (MAR) Section's work on implementing an ITC-wide impact assessment methodology by designing a questionnaire which will allow the organisation to better assess the medium and long term impacts of its projects on direct and indirect beneficiaries, and 2) to work on all stages of processing tariff and non-tariff data, from formatting data sets to checking reliability of data.

Expected outputs:
  • Relating to ITC's impact assessment work:
  • The creation of a unique questionnaire by beneficiaries group (trade support institutions, enterprises and policy makers) which will allow ITC to better assess impacts of its projects on its clients
  • A short report analysing the results of a test-phase of the impact assessment survey (output produced in collaboration with other colleagues)
  • Relating to MAR's data processing work:
  • A completed analysis of tariff data at the tariff line level for which will include the compilation of accurate data sets for all countries.
  • A completed analysis of non-tariff data and the creation of SAS programmes to effectively measure the reliability of such data.
RESPONSIBILITIES
Under the direct supervision of the Senior Market Analyst and under the general guidance of the Chief, MAR the incumbent will:
  • Provide project management for multiple ongoing data processing exercises ensuring they are completed on time and with the required quality;
  • Work cooperatively with the Market Access Map as needed;
  • Contribute to the design of an impact assessment questionnaire;
  • Work in collaboration with colleagues to analyze and produce a report on the test-phase of the impact assessment survey;
  • Work with annual tariff data at the tariff line level from a variety of countries at all phases of the process, from formatting datasets to checking the reliability of data;
  • Work with official non-tariff data in all phases of the process: formatting datasets, checking the reliability of data by writing programs in SAS or similar software;
  • Work on data of rules of origins to update Market Access Map;
  • Calculate statistical indicators from the relevant data subset, using the SAS software;
  • Perform other duties as required.
ELIGIBILITY CRITERIA
EDUCATION:
University degree in quantitative analysis or statistics, mathematics or econometrics.
Note: An advanced degree in quantitative analysis or statistics, mathematics or econometrics may be accepted in lieu of the experience requirements.
WORK EXPERIENCE:
A minimum of two years of professional experience in data processing and statistics preferably at the international level.
LANGUAGES:
Advanced English. Knowledge of French or Spanish an asset. Knowledge of other UN official languages is an asset
REQUIRED KNOWLEDGE AND SKILLS:
  • Advanced knowledge in the analysis of market access and other trade related data.
  • Capacity to implement the full range of activities involved in data collection, analysis and formatting.
  • Ability to develop programs for quantitative market analysis on the basis of fourth-generation software such as SAS, or similar and database software.
  • Strong analytical capabilities.

TERMS OF SERVICE
  • Appointments with ITC are service-limited to this organization. The conditions of service are governed by the United Nations Staff Rules and Regulations. This is a fixed term appointment.
INDICATIVE ANNUAL SALARY AT THE P-1 LEVEL
Annual Salary (net of tax) US$ 37,202 at single rate US$ 39,439 with primary dependants Post Adjustment Plus 104.9% (October 2013 rate) of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
