I. Position Information

II. Background/Context
In 2008, the Myanmar Health Sector Coordinating Mechanism (M-HSCC) was established tooversee the national response related to the three diseases of HIV, malaria and tuberculosis andto coordinate the efforts of all partners. The M-HSCC is mandated to develop and submit grantproposals to the Global Fund and to provide effective grant oversight and support theimplementation of grants that are funded by the Global Fund.In January 2011, following disbursement of funds to the Principal Recipient, the M-HSCC hascommenced to provide grant oversight to the approved and signed Round 9 HIV grants. Inaddition, the M-HSCC will also have to submit proposals for submission to the Global Fund, withthe support of Technical Strategy Groups (national coordinating body for AIDS, TB and malariarespectively in Myanmar).In order for the M-HSCC to carry-out its role and functionsuccessfully, the M-HSCC has requested support for basic funding of the M-HSCC Secretariatfrom the Global Fund. As part of the technical support measures to strengthen the M-HSCCSecretariat and capacity of the M-HSCC, a full-time national programme officer will be recruited toprovide essential management and technical support to the M-HSCC Secretariat. As thegovernment counterpart offices are based in the new capital Nay Pyi Taw (4.5 hours car ride fromYangon) and the Principal Recipients, international organizations, NGOs and embassies are inYangon, communication between the M-HSCC members require additional facilitation. TheNational Programme Officer will facilitate timely communication between the M-HSCC members,PRs and the three TSGs.The National Programme Officer will be based at the UNAIDS Country Office Myanmar. He/shewill be under the supervision of the Secretary of the M-HSCC (Deputy Director-General ofDepartment of Health, Ministry of Health) and the UNAIDS Country Coordinator. The NationalProgramme Officer will work closely with the National Information Officer. The ProgrammeOfficer will focus on organizing regular M-HSCC members events (meetings, field visits, training)and providing support to M-HSCC members to access timely information about Global Fund andreports from the PRs and SRs.Uniting the world against AIDS
III. Functions / Key Results Expected
Main tasks and responsibilities of the position:
1. Organize M-HSCC meetings and field visits (including applying for travel permit forinternational M-HSCC members and meeting participants and organizing the travel andaccommodation);2. Organize the M-HSCC Executive Working Group Meetings as requested by the M-HSCC;3. Responsible for the preparation, organization and documentation of all meetingsconvened by the M-HSCC;4. Ensure follow-up of decision points from all M-HSCC meetings;5. Organize M-HSCC trainings;6. Facilitate the translation of information materials from the Global Fund from English toMyanmar language for posting on websites and sharing with M-HSCC members.7. Monitor the expenses of M-HSCC Support Funds and prepare quarterly technical andfinancial reports;8. Perform other related responsibilities as assigned, including replacing and backstoppingfor others.

Main tasks and Responsibilities of the Position:
Under the overall guidance and supervision of the UNAIDS Country Coordinator, the National HIV Policy Officerworks towards an enabling environment for improved and expanded HIV prevention in Myanmar. The Policy Officerliaises with UNAIDS Cosponsors, Government partners (central and State/Region level) as well as with civil societypartners, NGO partners and networks in order to facilitate on going capacity building and policy advocacy efforts.Critical to this position will be in-depth knowledge of the Myanmar political system, including its policy and legalframework and parliamentary and bureaucratic structure and culture. REQUIRED QUALIFICATIONS
Education:Essential: First university degree in political sciences, social sciences, public health or related fields.Desirable: Specialization in one of those above fields
Experience:
Essential: At least 3 to 6 years of professional experience working in Myanmar in the area of policy advocacy or HIVprevention. Good experience and demonstrated knowledge of issues related to supporting legal, policy andregulatory reviews and reforms, political advocacy, community mobilization, working with media, and drafting ofposition papers and briefs.Desirable: Experience in the UN system; parliamentary process, HIV prevention; experience of living with HIV.

Main tasks and Responsibilities of the Position:
Under the overall guidance and supervision of the UNAIDS Country Coordinator, and the direct supervision of theAdvisor (Prevention), the Technical Officer works towards an enabling environment for improved and expanded HIVprevention services for people dependent on drugs, men who have sex with men/transgender and people engaged insex work, especially in the area of reducing stigma and discrimination. The Technical Officer liaises with UNAIDS'government, civil society partners, INGO partners and networks in order to facilitate on going capacity building andpolicy advocacy efforts focusing on an improved legal and policy environment and reduction of stigma anddiscrimination. Critical to this position will be knowledge and experience working with most at risk populations and ofMyanmar's civil society organisations working to increase access to services. Specifically, the main tasks of theposition include:Provision of technical assistance and policy advice to Government and non-Government partners as part ofUNAIDS' policy advocacy and capacity building efforts, especially in the area of prevention services forpeople who inject drugs, engage in sex work or engage in male-male sex.Using existing and new training materials and approaches, identify, recruit and train a group of communityspokespersons and representatives of networks of people who inject drugs, engaged in sex work orengaged in male to male sex to be trained as ‘advocates' in efforts to reduce stigma and discrimination.Conducting or assisting in the conduct of a national review of social science research findings (in Englishand Burmese) related to drug use, sex work and male to male sex, resulting in the development of one ormore synthesis papers that can be used for advocacy, capacity building and to inform preventionprogramming approaches. Conduct a process of consultation with existing key partners and new partnerstowards the development of a national research agenda on HIV prevention for Myanmar.Starting with the adaptation of an existing or the development of a new training curriculum, identify, trainand coach a number of journalists and news editors to ensure reporting of news about people who injectdrugs, engage in sex work or have male to male sex is unbiased, compassionate and understanding.Work together with the National HIV Policy Officer in the organisation and provision of HIV preventionseminars and workshops for senior policy makers and decision makersAny other duties as assigned by supervisor
