II. Organizational Context
UNDP Myanmar has developed a new programme for 2013-15 with the aim to promote localgovernance, growth and sustainable development with the emphasis on rights-based, gendersensitive, inclusive and equity. This goal will be pursued through three complementary pillarswhere Pillar I focuses on strengthening local governance, Pillar II on climate change,environment, energy and disaster risk reduction and Pillar III on strengthening responsive andinclusive governance.
Pillar II focuses on strengthening capacities at local, regional and national levels to manage andutilize natural resources in a sustainable way, to enhance resilience and adaptive capacity tolong-term climate change including variability impacts and to reduce the associated risks ofnatural disasters. One of the components of the pillar II is 'natural resource management insustainable way at the local, regional and national level'. In this regard, UNDP formulated a SmallGrant Programme-GEF in consultation with the Ministry of Environmental Conservation andForestry.
The SGP is a global and multi-focal area GEF project, approved for funding by the GEF Councilon a rolling replenishment, and implemented on behalf of the GEF partnership by UNDP, andexecuted by UNOPS. At the country level, the SGP operates in a decentralized and country-driven manner through a National Coordinator.1The principle objectives of the Small Grants Programme are to:
- Develop community-level strategies and implement technologies that could reducethreats to the environment if they are replicated over time
- Gather lessons from community-level experiences and initiate the sharing of successfulcommunity-level strategies and innovations among CBOs and NGOs and otherdevelopment aid agencies
- Build partnerships and networks of stakeholders to support and strengthen communities, NGOs and national capacities to address environmental problems and promotesustainable development.
The programme will encourage and support the participation of communities, local people, NGOs, CBOs (Community Based Organizations), and other stakeholders in all aspects of programmeplanning, design and implementation in the area of i) Biodiversity Conservation; ii) ClimateChange Adaptation and Mitigation; iii) Water Management and Protection; iv) Prevention of LandDegradation and v) Elimination of Persistent Organic Pollutants.
III. Functions / Key Results Expected
Under the overall guidance of the Programme Board, the Team Leader of Pillar II, theProgramme Analyst (Climate Change Mitigation) and in close consultation with the MoECAF andUNDP Asia Pacific Regional Centre (APRC), the SGP-GEF Global Programme Coordinator andTechnical Advisory Group, the key functions of the National Coordinator will be:

- Promotes the programme's objectives, procedures, and achievements among non-governmental organizations (NGOs), Community Based Organizations (CBOs), and otherkey stakeholders
- Develops and revises the Country Programme Strategy (CPS) in collaboration with theNational Steering Committee and National Focal Group and other stakeholders
- Mobilizes resources for co-financing projects, in particular 'baseline' activities
- Assists NGOs and CBOs in the formulation of project proposals and ensures theirtechnical and substantive quality
2. Supervises and monitors implementation of the Small Grant Programme (SGP)
- Ensures that SGP grants and projects meet the criteria of the Country ProgrammeStrategy
- Prepares annual work plan, progress and annual report
- Supervises other SGP local staff
3. Ensures coordination with other units and stakeholders including CBOs and CSOs
- Serves as the SGP National Steering Committee's secretary, takes responsibility on pre-screening project proposals, and otherwise supports the work of the National SteeringCommittee

One of the components of the pillar II is Disaster RiskReduction and the component will implement a project which is called 'Building disaster resilientcommunities through strengthening of disaster risk management institutions, systems, networksand mainstreaming gender responsive DRR into development planning'. The implementingpartner of the project is the Relief and Resettlement Department, Ministry of Social Welfare withthe technical assistance of the UNDP Asia Pacific Regional Center and closely working togetherwith concerned stakeholders including Disaster Risk Reduction Working Group.
The overall aim of the project is to build disaster resilient communities by enhancing the country'sdisaster risk management institutions, systems and networks. The Disaster Risk Reductionproject will build preparedness, mitigation and recovery capacities of communities, the civilsocieties and local and national institutions to manage the impact of disasters, as well as thecapacity to mainstream DRR into development planning. The project intends to achieve fourresults and these are
1) Enhanced capacity of DM institutions and key stakeholders to strengthendisaster risk reduction related policies, strategies, systems and networks;
2) Enhanced capacityof sector departments and development partners for mainstreaming DRR into developmentplanning;
3) Capacity enhanced for generation of user-relevant end-to-end early warning andeffective early warning dissemination and
4) Disaster Management Committees at township,village tracts and village levels are able to develop, implement, mainstream, monitor and evaluatetheir Disaster Management Plans
III. Functions / Key Results Expected
Under the overall guidance of the Programme Board, the Team Leader of Pillar II, the DRRProgramme Analyst, in close consultation with the Relief and Resettlement Department, Ministryof Social Welfare and UNDP Asia Pacific Regional Centre (APRC), the National Project Managerwill take overall management for the day-to-day activities and decision-making for the project.The Project Manager's prime responsibility is to ensure that the project produces the resultsspecified in the project document, to the required standard of quality and within the specifiedconstraints of time and cost. - Liaises and coordinates project activities with partners including NGOs and other UNDPprojects working in the same or related sectors, and with relevant line departments tocomplement and supports related initiatives in addressing DRR activities and otherpriority concerns

Under the guidance of the Country Director and the Team Leader of Pillar II, the ProgrammeAnalyst (Disaster Risk Reduction-DRR) acts as a manager and supervises on all aspects of theDRR component and provides technical assistance on Climate Change Adaptation component.The Programme Area portfolio comprising DRR in the Bureau of Crisis Preventing and Reduction(BCPR) and other DRR projects funded by bilateral donors. The Programme Analyst leads DRRcomponent and provides technical assistance on the Environment, Climate Change, Energy andDRR programme team in strategic planning and identifies new programme areas while ensuringconsistency with Country Programme Document priorities and creative responses to emergingchallenges and opportunities.
The Programme Analyst manages and supervises the DRR component and provide technicalassistance on Climate Change Adaptation Team and works in close collaboration with AsiaPacific Regional Center-Bangkok, UNDP HQs (Regional Bureau for Asia and the Pacific) andChief Technical Advisors, Consultants, the CO Operations Team, other UN Agencies,Government Officials, multi-lateral and bi-lateral donors, and civil society to successfullyimplement the UNDP programme.
