Context:
Under the direct supervision of the Chief of Mission (CoM) and in coordination with the Head and Deputy Head of Operations Planning & Coordination Centre (OPCC) the successful candidate will be accountable and responsible for the coordination, supervision and management of all IOM Iraq programmes and operational activities in the Baghdad Hub which serves the central Governorates of Diyala, Anbar and Baghdad. This Hub also services the Upper South Region governorates of Babylon, Wassit, Najaf, Kerbala and Qadissiya. He/ she will be responsible for leading the transformation of mission strategies into operational plans and activities in the region.
Core Functions / Responsibilities:
  • Coordinate and promote all IOM activities in Baghdad Area of Responsibility (AoR) with the national authorities, diplomatic corps, United Nations Assistance Mission for Iraq (UNAMI), United Nations Country Team (UNCT) agencies, governmental and private Donors, the Multi National Forces (Civil-Military coordination), non-governmental organizations (NGOs) and other partners.
  • Supervise and manage all IOM Iraq programme/operational activities and sub-offices in central Iraq. Identify problems in programme implementation and propose adequate solutions to the CoM.
  • Supervise and train IOM national and international staff in the AoR.
  • Monitor, assess and evaluate the delivery of IOM programmes in the AoR, and ensure timely reporting. Draft narrative progress reports of projects implemented in the AoR, in collaboration with the Project Development and Donor Reporting units and relevant project staff.
  • Identify, assess, and develop relevant programme opportunities in Iraq of interest to the Government of Iraq in areas of competence of IOM in coordination with the CoM and Project Development Unit, and provide significant input/contributions to the development of project concept papers and proposals.
  • Liaise with private sector investors in central Iraq to identify areas of common interest and conduct joint activities with a view to forging project implementation partnerships to further the companies' Corporate Social Responsibility and Investment Strategies.
  • Support country-wide integration and coordination of programme delivery between Hubs and Sub-offices and the main office as well as amongst sub-offices.
  • Liaise with the Head and of Operations Planning & Coordination Centre (OPCC), Resource Management Officers (RMO), Project Managers and Heads of Offices regarding the procurement and service request, in order to consolidate overall Missions' procurement /service requirements and optimize purchasing power.
  • Ensure proper functioning of the supply chain in relation to strategic planning. Control the flow of aid commodities; monitor the upstream and downstream pipeline, including the setting-up of measurable performance indicators and means of verification.
  • Collect relevant information available in central Iraq and share as appropriate and useful with the CoM and to all relevant staff. Report on political trends and on all matters that could have an influence on IOM activities in Baghdad AoR and beyond.
  • Undertake red and amber zone movements according to operational requirements and in line with applicable security assessments and regulations.
  • Ensure that IOM's interests in the UN country team are fully recognized and enlarged.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience
  • completed advanced university degree from an accredited academic institution preferably in Political or Social Sciences, International Relations, Business Administration, Law or alternatively an equivalent combination of relevant training and experience;
  • eight years of professional experience (or ten years for candidates holding a first level university degree) in the field of migration issues including operational and field experience, project development / management;
  • proven experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
  • knowledge of monitoring and evaluation;
  • knowledge and experience of regional issues an advantage;
  • previous experience working with IOM and with UN specialized agencies an advantage.
Languages
  • Fluency in English is required.
