Background
Between 2000 and 2007, the OSCE organized five elections in Kosovo and established the local election institutions of the Central Election Commission and the Electoral Appeals and Complaints Panel, including their respective Secretariats. The Kosovo electoral bodies conducted local elections of November 2009 and assembly elections of December 2010, which constituted an important step in Kosovo's technical transitional process. During these elections the Mission provided a non-executive advisory support role. Over 1.7 million eligible voters in Kosovo registered for the polls in each election, with 675,067 and 706,317 casting ballots respectively.
Since 2008 the Mission turned its attention to strengthening electoral institutions and practices in preparation for the subsequent electoral events foreseen in the applied laws. This has been pursued through the combination of capacity building and mentoring programmes for the electoral institutions and, advising on amendments to the legal and operational frameworks.
Efforts in support of the electoral bodies in Kosovo have been provided by multiple international organisations. The OSCE's efforts include helping to lay the foundation for credible electoral events that are accepted by the electorate and political representatives in Kosovo. International electoral assistance is undertaken in an integrated manner based on comparative expertise, ensuring uniform decision making and effective planning. Within this configuration the OSCE plays the lead role in assistance and provides an invaluable range of electoral support functions including technical and operational advice and assistance, planning, reporting and coordination.
Currently the Mission supports the consolidation of institutional capacity in regards to the legislated local (municipal assembly and mayoral) elections scheduled for 2013 through the provision of specific project support to the relevant institutions.
Tasks and Responsibilities
Under the Direct Supervision of the Deputy Chief of the OSCE Elections Division, for the period leading up to and the conclusion of local elections, the Field Election Advisor will:
Provide technical advice and assistance to counterparts as appropriate on a day to day basis on:
- Establishing an office in the premises of the municipality administration for the discharge of its duties;
- Providing information to voters of all communities and disseminating information necessary for the administration of elections;
- Impartially provide political parties, citizens' initiatives, coalitions and independent candidates with information about their rights and obligations in relation to elections;
- Attending any training session required by the Elections Division or CEC;
- Assisting in the appointment and training of any person assisting in the administration of the election including polling station committees;
- Assist in the technical arrangements at the polling stations and any other technical preparations for the elections including receiving all non-sensitive election materials;
- Ensure the proper conduct of polling and counting and compiling the results of the elections within their jurisdiction;
- Collect and store election- related materials after the election;
Assist the OSCE electoral support team in carrying out a programme of activities which aims to cultivate awareness and knowledge on key issues amongst key stakeholders. Responsibilities in this area include:
- Preparing concept notes, plans, reports and evaluations for activities where substantive input is required;
- Providing advice and recommendations on procurement for planned activities including technical specifications and budget estimates of the relevant equipment, materials and services;
- Leading and/or assisting in the execution of activities, as required;
Carry out management and/or administrative functions within the framework of the OSCE electoral support mandate, to include:
- Provide focal point expertise on all election security related issues in particular recommendations on measures to safeguard the reliability and integrity of the process, and to strengthen electoral institutions and practices;
- Provide regular feedback to the Deputy Chief of the OSCE Elections Division regarding progress in the various areas of responsibility outlines above;
Perform other tasks as required by the supervisor.
Necessary Qualifications
Mandatory
- Experience of advising and managing elections field operations
- Experience in election administration and management in transitional democracies
- Good understanding of various electoral and political systems, especially as used in Kosovo
- Experience working in international field mission operations; previous experience of working in election operations
- Professional fluency in English
- Flexibility and ability to work under pressure and within limited time frames
- Strong analytical and problem-solving skills
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
- Demonstrated cultural sensitivity and judgment to local conditions and communities
- Ability to operate windows applications, including word processing and e-mail
- Demonstrated organizational, analytical, communication and interpersonal skills
- Excellent communication and drafting skills. Experience in preparing analytical reports, press releases and other promotional documents
- Knowledge of the OSCE principles and commitments
- Negotiation and diplomatic skills.
Desirable
- Previous working experience in a similar post in Kosovo
- Knowledge of the local languages in Kosovo.
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education : first level university degree or equivalent experience
Experience : Minimum 4 years of relevant professional experience
Remuneration Package
Length of contract: until end 2013
Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
