An exciting opportunity has arisen for a dynamic and highly skilled analyst to join an international-level, multi-disciplinary global health project, the Global Burden of Disease Independent Advisory Committee. This committee will provide guidance and inputs to the Global Burden of Disease Project, based at the Institute of Health Metrics and Evaluation, based in Seattle, USA.
Working directly with Professor Peter Piot, Director of the London School of Hygiene & Tropical Medicine, in his capacity as founding Chair of this Independent Advisory Committee, the successful candidate will be responsible for all analytical work and report preparation to support the Committee. The post-holder will be required to work to tight deadlines in line with a stringent project critical path. A crucial element of the role will be to horizon scan effectively, and continuously connect with the Global Burden of Disease secretariat and other groups across the world engaged in global disease burden estimates. The post-holder will ensure that the Committee adheres to the project's 5-year plan in conjunction with its partner, the King Baudouin Foundation US and Belgium, and the funder, the Bill and Melinda Gates Foundation. A Programme Manager will also be appointed to work closely with the Senior Analyst to support the work of the project and the Committee.
The post-holder will have a PhD or equivalent in a relevant discipline and be expert in quantitatively analysing and presenting complex information and reports in a relevant field such as epidemiology, economics or statistics with a strong academic background a strong academic background and close familiarity with statistical analysis of population health, and very strong advocacy, leadership and communication skills.

The Global Burden of Disease The Global Burden of Disease 2010 (GBD) published in The Lancet in December 2012 provides the most comprehensive and coherent assessment of health in the world between 1990 and 2010. This endeavour aims at systematically quantifying the comparative magnitude of health loss due to diseases, injuries, and risks. The GBD initiative is led by the Institute of Health Metrics and Evaluation (IHME) at the University of Washington, in close collaboration with a global network of a wide range of experts in various relevant fields. The project is now entering into a new phase, with continuous updating of global, regional, national and sub-national estimates of the burden of disease, incorporating new evidence on descriptive and aetiological epidemiology, methodological innovations, and including forecasting and health expenditure. With financial support from the Bill & Melinda Gates Foundation, the Board of the Institute of Health Metrics and Evaluation (IHME) has created an Independent Advisory Committee (IAC) to the GBD, and appointed Professor Peter Piot as Chair of the Committee for a period of five years. The terms of reference of the GBD-Independent Advisory Committee are as follows: 1. Provide strategic guidance and feedback on the strengths and weaknesses of draft methods and results of the GBD updates; 2. Identify areas in which new data collection and analysis would help to improve particular estimates and make recommendations for how to instigate and support such efforts;
3. Advise the IHME GBD team about opportunities for strengthening collaboration and ownership of GBD; 4.
Engage in dialogue with other efforts on global health estimates, and, if needed, assist with conflict resolution;
5.
Advise the IHME GBD team on guidelines for access to and use of the GBD databases globally, regionally and nationally;
6. Recommend how the GBD can impact on health policy.
JOB DESCRIPTION Post: Responsible to: Senior Analyst, Global Burden of Disease Independent Advisory Committee Chair of the Global Burden of Disease Independent Advisory Committee and the Director
Charitable Purpose The goal of the Global Burden of Disease Independent Advisory Committee is to provide the Global Burden of Disease Project with best possible guidance and input to ensure high quality, objective, relevant, and timely results, and that these are used as evidence in decision making by policymakers, donors, and other stakeholders in health. Main Duties of the post The post-holder will undertake any identified tasks as necessary to ensure the successful completion of the programme, and specifically: i. Development of Strategic Plan - To develop the strategic plan for the Global Burden of Disease Independent Advisory Committee, working with the Chair, members, the Programme Manager, funders and key stakeholders; ii. Analysis, Research & Reporting - To review substantively and methodologically drafts and published work on the Global Burden of Disease provided by IHME; - To provide Committee members with routinely updated, timely, comparable and high quality analysis of the GBD disease estimates; - To prepare documents for the meetings of the Independent Advisory Committee; - To identify areas in which new data collection and analysis would help to improve particular estimates and make recommendations for how to instigate and support such efforts; - To prepare and update guidelines for access to and use of the GBD databases globally, regionally and nationally, for approval by the Committee; - To work with the Programme Manager to establish procedures to ensure adherence to study protocols and administrative requirements; - To prepare detailed research documentation based on project protocols; - To report regularly and as necessary to the Chair and the Committee about all aspects of the project; - To ensure efficient, accurate and effective data management, setting up databases and systems as required for the project;
  • To maintain oversight of all relevant updates and developments within the research field or research initiatives related to the field; - To lead on the submission of the ethics and R&D governance applications and any amendments, working appropriately with all members of relevant project teams; - To participate in providing training for co-researchers where necessary; - To manage thematic groups within the context of the project; - To publish scientific papers as agreed with the Chair; iii. Communication - To participate actively in Committee meetings; - To maintain day-to-day contact with IHME and the BMGF; - To participate in international and national conferences relevant for the Committee's mandate; - To co-ordinate the preparation and publication of data, reports and information from the Committee, ensuring that these meet scientific, legislative, contractual and ethical requirements; - To ensure that all key stakeholders remain informed regarding the progress of the study and to effectively manage expectations in relation to strategic outcomes and measurable output; - To collate information and produce reports on project activity as required by funding, regulatory and other agencies as well as study participants and sponsors. In particular, to play a pivotal role in the preparation and timely completion of final reports to funding bodies and stakeholders; iv. Teamwork - To be the primary contact and co-ordination point for all activities of the project, e.g. - to work collaboratively with the Chair, Programme Manager and others whilst being mindful of the practical challenges related to Executive level schedules; - To supervise the Programme Manager; - To closely work with IHME and BMGF staff; v. Relationship Building - To ensure close and constructive working relationships are maintained with IHME and BMGF; - To engage in a continuous dialogue with other groups working on global disease burden estimates; - To actively engage with the wider international community to foster productive and collaborative discussion, debate and knowledge transfer, together with further integrating/embedding of research;
vi. Strategic Overview - To maintain focused vision to drive the strategic research aims forward, in order to achieve successful outcomes to agreed timescales; - To retain sight of overall strategic goals in order to effectively manage expectations that may arise from competing organizational demands; - To undertake any other duties as reasonably delegated by the Director.
PERSON SPECIFICATION Essential:
  • PhD or equivalent in a relevant discipline (Epidemiology, Statistics, Economics or other related quantitative discipline); Experience of high profile international research and studies of high complexity; Excellent leadership, management and influencing skills; Ability to demonstrate a highly-focused, creative and resilient approach; Ability to work both independently and as a member of a multidisciplinary scientific team, with demonstrable ability to work constructively across organizational and stakeholder boundaries, liaising with different academic partners, national research networks and health care organizations; Ability to generate high-volume, high-quality output in demanding and complex circumstances; Ability to present results to and effectively liaise with an executive level audience; Experience of quantitative data management, methodology and analysis and, specifically, managing large and complex databases; Demonstrable understanding of the key issues impacting the global public health community; International experience; Excellent IT skills including Word, reference management software and statistical packages, and the ability to understand and apply new software quickly; Strong written and spoken English.
Desirable:
  • Experience in global health; Experience of scientific committees; Experience of preparing applications for ethical and R&D governance approval; Advanced programme management qualification; Experience connecting with research networks and other academic institutions.
Accountability As part of the Executive Office, the post-holder will be line-managed and responsible to Professor Peter Piot, Chair of the Committee and the Director of the School. Salary and conditions of appointment The post will be 1.0 FTE (full-time) appointment based in London, UK with frequent international travel. The appointment is available immediately, and is currently funded until 2018. Salary is negotiable, and will be commensurate with the senior nature of the post.
