ORGANIZATIONAL SETTING:
The post is located in the Executive Board and External Relations Branch (EBERB) of the Information and External Relations Division (IERD), under supervision of the Chief of EBERB.
DUTIES AND RESPONSIBILITIES:
Management and advisory
- Plans, manages and directs the reporting and editorial work of the UNFPA Executive Board Secretariat relating to official documentation for the UNDP/UNFPA Executive Board.
- Manages the editing, revision and submission of major policy and financial documents of UNFPA, including all biennial support budgets, as well as UNFPA country programmes, which form the basis of UNFPA work in over 100 countries.
- Addresses multiple, diverse and competing demands in organizing and managing the body of reporting and editorial work and in meeting tight deadlines stipulated for official Executive Board documentation.
- Identifies, supervises, distributes responsibilities to and revises the work of a team of external editors who assist in the editorial process.
- Oversees and guides the work of the editorial associate.
- Advises senior management on reporting and editorial matters with respect to Executive Board documentation and decisions.
- Based on Board legislation, advises senior staff and managers on future reporting requirements, follow-up actions, documentation and issues underlying requests for such documentation.
- Provides substantive and authoritative expertise on matters relating to Executive Board reporting requirements and documentation, and on United Nations editorial policy, terminology, style, rules and directives.
Reporting
- Drafts briefs, policy papers and talking points for meetings of the Executive Board.
- Drafts and/or coordinates the input and background material for talking points and statements, working closely with UNFPA divisions.
- Based on critical analysis of substantive material, writes all reports in the Executive Board secretariat, including reports on sessions, daily updates, session highlights, reports on field visits, joint reports with United Nations agencies, and conference room papers, as needed.
- Advises the Branch Chief on Executive Board legislation requiring reports, and suggests ways to address them.
- Works with Branch Chief and UNFPA divisions to ensure that policy documents meet Board requirements and adequately respond to substantive elements of Board decisions.
- Prepares the annual work plan and agenda of the Executive Board, together with colleagues in the UNDP/UNFPA/UNOPS Executive Board secretariat.
Editing
- Edits, rewrites and revises sensitive and complex documents submitted to the Board that have important internal and external political and financial implications for the organization.
- Recommends measures to improve the quality of documentation submitted to the Board, providing advice and technical support to divisions, branches and units.
- Presents complex, intricate and detailed material, including financial, budgetary and other material, in a comprehensible and user-friendly format, which meets the highest professional, editorial and United Nations standards.
- Liaises with government representatives who serve as facilitators for the draft legislation.
- Coordinates the preparation and finalization of and edits official decisions discussed and adopted by the Executive Board on UNFPA matters as well as joint decisions that affect UNFPA, UNDP and UNOPS.
- Drafts and edits the compendium of decisions as well as the overview of decisions adopted at each session of the Board, ensuring accuracy and adherence to editorial policy.
- Prepares and updates the decision templates and the decision/facilitators table in advance of and during Board sessions.
- Provides technical and substantive support to the Executive Board and its Bureau with respect to technical reporting and editorial support during sessions of the Board.
- Carries out any other duties assigned by the Chief, Executive Board and External Relations Branch.

QUALIFICATIONS AND EXPERIENCE:
- Advanced Degree in communications, journalism, social sciences, preferably in international relations, international economics or political science.
- 10 years of relevant progressively responsible experience in a United Nations organization as well as professional experience in drafting, revising and editing official United Nations documentation relating to social, political, economic and demographic development at the international level.
- Experience in external relations and in UNFPA field operations are assets in undertaking the duties of the position.
- Excellent linguistic, writing, editing and communication skills.
- Excellent interpersonal and collaborative skills, especially the ability to work closely with Executive Board members and others of varied social and political backgrounds. Ability to work with all levels of staff.
- Extensive knowledge of United Nations documentation requirements and processes, as well as Executive Board procedures, rules and requirements.
- Knowledge of UNFPA field operations; the United Nations system; and the substantive subject areas of UNFPA work, including population and development, reproductive health, gender, HIV/AIDS and human rights.
- Strong interest and competency in editing, writing, syntax, grammar
- Fluency in English required and knowledge of other UN languages, especially French or Spanish, is an asset.
