Organizational Setting and Reporting
This post is located in the Office of the Executive Director/ASG, CTED. The incumbent reports directly to the ASG.
Responsibilities
(a) Work closely with and support the Executive Director who has responsibilities for monitoring implementation of all relevant Security Council and General Assembly resolutions concerning counter-terrorism;
(b) Coordinate all outputs of the Office of Assessments and Technical Assistance (ATAO), the Senior Human Rights Officer, the five Technical Working Groups, and the Special Projects Unit that collectively produce documentation and information, with the final approval of the Executive Director, for the Counter-Terrorism Committee and other inter-governmental bodies, offices and entities;
(c) Ensure that all reporting deadlines tasked to the Directorate for producing materials or presentations are met on time;
(d) Supervise the work of the Public Information Officer and the Public Communications and Outreach Unit, the work of the Quality Control Unit, and the Editor of the Directorate;
(e) Monitor and bring to the attention of the Executive Director ongoing or emerging political and procedural issues of relevance to the work of the Directorate;
(f) Advise the Executive Director on political matters relevant to his responsibilities and on the work of the Security Council and the General Assembly, particularly the Counter-Terrorism Committee;
(g) Undertake special assignments and studies for the Executive Director relating to the mandate of the Directorate and other matters;
(h) Maintain all necessary external contacts with United Nations missions, other Secretariat offices, international organizations, civil society and individuals on behalf of the Executive Director, with a special focus on the Chair of the Committee, his representatives, Vice Chairs of the Committee and the Committee Secretariat; Draft speeches for the Executive Director, draft and edit correspondence as needed, prepare or edit briefing materials and other documents for use by the Executive Director or for submission to the Secretary-General, the Committee, the Security Council, or the General Assembly;
(i) Attend and/or follow up on meetings of the Executive Director and bring actions that may be initiated to the attention of the Head of ATAO for completion; Conduct research, prepare studies as requested and provide memoranda and analyses for the Executive Director;
(j) Draft assessments of significant developments and/or recommendations for action as requested by the Executive Director; Follow the proceedings of the Security Council and, in particular, the Counter-Terrorism Committee, review informal notes emanating from those meetings and, where appropriate, assess the work that the Directorate will need to complete in response to taskings from those bodies; and
(k) Maintain the agenda and travel schedule of the Executive Director and work with ATAO and AIO to finalize all necessary documentation and related logistical preparations; Organize and synthesize draft annual work programmes for the Directorate as well as monthly reports and semi-annual reports to the Committee; and Prepare final drafts of periodic separate Global Surveys of Member State Implementation of resolutions 1373 (2001) and 1624(2005).
Competencies

- Proven ability to produce reports and papers on highly political or technical issues, including reviewing and editing the work of others.
- Proven ability to ensure efficient and effective preparation of reports and papers on administrative, financial and substantive matters, including contributions from the Special Projects Unit, to the Directorate's semi-annual and monthly reports to the Counter-Terrorism Committee as well as the Directorate's annual work programme for approval by the Committee.
- Proven ability to secure contributions from all staff to meet established deadlines.
- Strong analytical skills and ability to respond to complex political issues. High degree of flexibility and ability to work well with others.
- Demonstrated commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of the Directorate's work and operations.

Education
- Advanced university degree (Master's degree or equivalent) in political science or related area.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- At least 7 years of progressively responsible international experience, including policy and operational work in a related international organization, governmental service or other related experience is required.
- Experience dealing with counter-terrorism issues is highly desirable.
Languages
- English and French are the working languages of the United Nations Secretariat.
- For the post advertised, fluency in oral and written English is required.
- Knowledge of the other working language, French, is desirable.
Assessment Method
- Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
