UNOPS has been active in Kosovo (under UNSCR 1244/99) since 1999, helping partners achieve their goals in areas such as economic development, education, health, environment, justice, mine action and post-conflict rebuilding of infrastructure and livelihoods. The UNOPS office in Pristina provides services including project management, administrative support, procurement and fund management. Competencies

Functional Responsibilities
Under the oversight and direction of the PRPC Manager, and in close coordination with the PRPC Business Development Unit, the Project Development Officer shall perform the following duties and responsibilities:
  • Work closely with the PRPC manager to secure funding for newprojects in Albania and Kosovo;
  • Develop concept notes/ projectdocuments into a finished product;
  • Do research on what otherpartners/ donors are doing in certain areas (not to duplicate efforts) ;
  • Liaise with to acquire information from relevant national and localgovernment units), donor agencies, other stakeholders;
  • Set up meetings with potential new donors and partners;
  • Monitor donor website sites for grants, lookout for business development opportunities within Kosovo/ and regionally (internet/newspapers etc)
  • Identify potential demand for technical services and reportpotential leads to the PRPC Manager for further action;
  • Ensure a consultative process in development of the new projectopportunities through undertaking discussions with all the concernedstakeholders including the government, private sector, international community,the UNOPS country team and the UNOPS Regional office;
  • Any other relevant business assigned by the PRPC Manager.
Education/Experience/Language requirements
  • Bachelor's degree (preferably Master's degree) in Public Administration, Economics, Project Management or related fields;
  • Minimum of 3 years of relevant work experience;
  • Excellent command of English a must;
  • Excellent project proposal writing ability/skills a must;
  • Possess excellent analytical and problem resolving skills
  • Work Experience in the Balkans and/or Eastern Europe desirable;
  • Proficient computer skills especially Microsoft applications;
