OVER ALL VIEW OF THE POST The Education Sector Analysis Division (Pôle de Dakar) is a program of UNESCO's International Institute for Educational Planning (IIEP), which is based in Dakar, Senegal, and whose activities are centered on Africa. The Pôle de Dakar supports IIEP's regional strategy, and more generally that of UNESCO and its vision of sustainable development through the strengthening of national institutional capacities. The Pôle de Dakar's main mission is to support African countries in the development of "credible development plans of Education systems", a requisite for all the partnerships as outlined at the Dakar Forum. The Pole contributes to the production of diagnostic analysis, sectoral pedagogical plans, and institutional capacity building tools in the African region that improve the relevance and sustainability of educational policies in line with the objectives of Education for All. It is also involved in the generation of knowledge in the Education sector in Africa. The Pôle de Dakar's mission is targeted towards the following domains:
- Supporting countries in achieving sectoral activities (diagnostics, physical and financial simulations, budgeting and sectoral plans, etc.) for the development of sustainable educational strategies.
- Supporting countries in conducting preliminary sub-sectoral and thematic analyzes and studies aimed at improving the control and management of educational systems.
- Producing of analytical studies and syntheses, thematic or regional.
- Providing training in various modalities (on site, distance, etc.) for the capacity building of African countries' education officials and cadres. Under the authority and direct supervision of the Director of IIEP, the incumbent performs the tasks that are specifically linked to the management of the Pôle de Dakar team; designing and implementing annual activities; administrative and financial management of the program; fund mobilization; policy dialogue with the governments of African countries and their technical and financial partners; supervision and scientific orientation of support to countries and knowledge generation related to the education sector analysis in Africa. The incumbent shall be responsible for: 1. coordination of the program: a. prepare and implement the activities of the Pôle de Dakar in accordance with guidelines provided by the annual Steering Committee (SC), which brings together the management of IIEP, the management of the Education sector of UNESCO and representatives of donors, and approved by IIEP Governing Board (GB) b. prepare each year for the SC meeting and IIEP's GB, an activity report for the past year and a program and budget proposal for the coming year, and a financial report for the past year concerning IIEP financial services so as to determine the actual costs for each activity (cost accounting related to the number of expertise days spent), and report on the execution of the partners' funding. c. propose improvements to the financial structure of the program for its sustainability over time and mobilization of additional funding. d. play an active role with the Pole's financial partners and work towards the establishment of technical and financial partnerships needed to conduct the activities and the proper functioning of the team. e. ensure the quality of the program link between the Pôle de Dakar and IIEP and report regularly on the activities of the Pole to the IIEP management.

mobilization of the team: a. Identify and put in place human and material resources with the view of greater efficiency of the Pole's actions for the improvement of educational policies in Africa. b. coordinate the Pole team and monitor its activities, according to the annual program of activities approved by the authorities and within the mandate and resources assigned to the Pole. c. propose an effective internal organization for the Pôle de Dakar team. d. define job profiles of team members as required. e. assume responsibility for the selection of candidates for positions in the Pole subject to the validation by the Director of IIEP. f. evaluate the performance of team members. development of visibility and scientific legitimacy of the Pole and its partnerships: a. propose and facilitate technical support partnerships to African countries in conjunction with the IIEP team. b. hold with governments and their technical and financial partners high-level dialogue on the orientation of education and training policies, particularly in discussions on educational policy tradeoffs while taking into account the physical and financial feasibility of the countries. c. coordinate the generation Pole's knowledge and build links with research in the field (such as with African universities). d. oversee the actions and training programs implemented by the Pole or its partners (FASTEF of the Cheikh Anta Diop University in Dakar and the University of the Gambia) based on the work of the team and develop partnerships for the enrichment and development of the training offered by the center. REQUIRED QUALIFICATIONS

EDUCATION
- PhD or Master at least in the field of Economics or Sociology of Education, in line with sector analysis, planning and management of education systems. PROFESSIONAL EXPERIENCE
- At least 10 years' experience in educational analysis or management
- Work experience in the management / coordination of a program, team management, strategic or political dialogue, and the development of partnerships or mobilization of funds.
- Work experience and negotiations with the ministries of African countries and development partners
- Knowledge of African education systems SKILLS
- Ability to perform regular tasks, especially in diverse and challenging contexts
- Ability to manage a program and lead a team
- Art of dialogue, negotiation and argumentation with governments and development partners
- Ability to work with and in multicultural teams
- Negotiation skills for technical and financial partnerships LANGUAGES
- Fluency in French or English and good knowledge of the other language. DESIRABLE QUALIFICATIONS PROFESSIONAL EXPERIENCE
- Working experience in economics of education research will be an asset SKILLS
- Ability to exercise intellectual and scientific leadership within the team.
- Ability to work under pressure.
- Ability to work quickly.

UNESCO's salaries are calculated in US dollars and exempt from income tax. They consist of a basic salary and a post adjustment which reflects the cost of living in a particular duty station and exchange rates.
