Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. Context: Under the overall supervision of the Head of Office (HoO) in the People's Republic of China (China), the successful candidate will be tasked with planning, managing and monitoring project components, including counter-trafficking, capacity building (government) and OPEN TO INTERNAL AND NON-REPRESENTED MEMBER STATES CANDIDATES IOM has a proactive recruitment policy to increase the representation of nationals of non- represented member states.

Core Functions / Responsibilities:
1. Manage the overall implementation of the project activities in China in a timely manner, being responsible for the administrative and technical oversight of the project, in line with IOM's policies and practices as well as donor requirements.
2. Monitor the project activities, taking appropriate corrective action when needed and making recommendations to improve effectiveness as necessary; prepare timely project and activity reports as well as donors' narrative reports.
3. Coordinate technical assistance to Ministries and other relevant counterparts in China to help promote more effective policies and mechanisms on counter-trafficking and mixed migration flows management, as well as ensure that effective working relationships and information sharing channels with IOM are maintained.
4. Identify and promote strategic and technical partnerships with relevant Government entities, academia, UN agencies, NGOs and other stakeholders, to strengthen IOM's counter-trafficking activities and capacity building activities in China.
5. Design contextually appropriate policy seminars, trainings and assessments including the identification of international and Chinese trainers/experts having the appropriate expertise to effectively participate in these capacity building activities.
6. In coordination with the HoO supervise project staff and consultants, ensuring responsibility is appropriately delegated and helping to build relevant internal capacities.
7. Coordinate with the Administrative and Finance Assistant(s) to ensure that all administrative and logistics arrangements for all project activities are carried out efficiently, timely and effectively.
8. Examine the feasibility and results of project activities implemented to combat trafficking, improve the management of mixed migration flows in China and formulate appropriate recommendations.
9. Manage the development of research publications, training materials and project communications materials under the project, including reports, manuals, and project fact sheets.
10. Coordinate return assistance of identified victims of trafficking and/or vulnerable migrants, in close cooperation with relevant Chinese government counterparts and concerned IOM Missions.
11. Assume responsibility for the maintenance of accurate and timely monitoring and evaluation of the project's activities, ensuring that all activities are properly tracked and recorded in the programme database as well as providing detailed analysis as required; undertake and ensure the timely delivery of reports in line with project and mission requirements.
12. Under the supervision of the HoO, provide support to identify new programme/project opportunities consistent with expressed Government needs and IOM's mandate and strategy in China; on this basis, formulate and develop proposals and follow up on submission to donors.
13. Represent IOM at relevant seminars and meetings, as well as other events as requested by the HoO.
14. Perform such other duties as may be assigned.

Qualifications and Experience
a) completed advanced university degree from an accredited academic institution in Political or Social Sciences, International Development, Law or a related field;
b) two years of professional experience (or four years for candidates holding a first level university degree) in project management, with a preferred focus on human trafficking, migration management;
c) experience in liaising with Government authorities, other national/international institutions and donors, preferably in China and/or the Asia-Pacific region;
d) experience in project development, design and implementation of capacity building and research activities;
e) experience in migration management in China and the Asia-Pacific an advantage.
Languages Fluency in English is required. Working knowledge of Chinese an advantage.
