The United Nations Environment Programme (UNEP) is the United Nations systems
designated entity for addressing environmental issues at the global and regional level. Its
mandate is to coordinate the development of environmental policy consensus by keeping the
global environment under review and bringing emerging issues to the attention of
governments and the international community for action. UNEP's Division of Early Warning
and Assessment (DEWA) is responsible for analyzing the state of the global environment,
providing early warning information and assessing global and regional environmental trends
to catalyze and promote international cooperation and action on the environment
( http://www.unep.org/dewa/). This post is located in UNEP/DEWA at the Nairobi duty
station. Under the guidance and supervision of the Senior Programme Officer, Thematic
Assessment the incumbent will do the following:
Responsibilities
1. Coordinate the development of a thematic assessment strategy for the Branch: Work with the branch staff to identify and integrate focus areas where DEWA has a comparative advantage in UNEP; Assist the Branch management to identify project possibilities and develop proposals for donors and UNEP sub-programmes;
Prepare and/or review the projects submitted by the section to UNEP sub-programmes;
Contribute to the substantive discussions/reporting on specific programmes and project proposals of the various units.
2. Integration of thematic assessments in UNEPLive and in global assessments; Serve as the section focal point for UNEPLive and ensure that information generated or compiled during thematic assessment projects flows into UNEPLive platform; and that thematic assessment staff are informed of UNEPLive needs;
Organise the responsiveness of the section to requirements of UNEPLive; Coordination of the implementation of global, regional and sub-regional projects focused on marine and integrated water-land nexus and cross-sectoral issues; Liaise with partners in identifying opportunities of collaborative projects regarding water-land nexus and cross-sectorial issues and coordinate development of projects;
Ensure that marine assessments activities are fully coordinated with the UNEP water strategy and UN water group; Coordinate the work related to the coastal and marine related assessment activities within the division and implement project delivery;
3. Partnership with collaborating agencies: Facilitate the development of partnership with UNEP divisions and collaborating agencies working with UNEP; Liaise with UN agencies, the GEF and other institutions on marine/water related issues; Prepare appropriate responses to day to day correspondence and requests specifically directed to the Branch.
4. Capacity Building: Ensure that tools and methodologies developed during costal and marine projects are made accessible to stakeholders for implementation; Coordinate relevant training activities with partners and ensure their delivery; Liaise with DEWA-CDB to integrate thematic assessment capacity development plans with the rest of DEWA capacity development portfolio.
5. Supervise junior professionals and general staff: Perform reporting and administrative duties appropriate to the implementation of Scientific Assessment Branch activities;
drafting comments on technical reports prepared by other programme units or offices, as appropriate; preparing drafts in response to correspondence from the general public for technical information and advice.
6. Perform any other relevant duties assigned.
Competencies
Professionalism:
Demonstrated ability to understand key environmental issues and to analyze them for the production of integrated, comprehensive, policy relevant, environmental assessments and reports, including incorporating gender perspectives. Proven ability to analyze and integrate diverse information and to communicate it (verbally and in writing) clearly and effectively to senior managers. Sound experience with multistakeholder processes including collaborative drafting and science-policy interfacing. Shows pride in work and achievements; is motivated by professional rather than personal concerns; Shows persistence when faced with difficult problems or challenges and takes initiative in identifying alternatives to overcome them; Knowledge of UN processes and operations at the global, regional and national levels.

Education
Advanced university degree (Master's degree or equivalent) in environmental or natural
science or related area is required. A first-level university degree in combination with two
additional years of qualifying experience may be accepted in lieu of the advanced university
degree.
Work Experience
A minimum of five years of progressively responsible experience in environmental
assessment, sustainable development, environmental related programmes or related field is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Working knowledge of another UN language is desirable.
Assessment Method
Evaluation of qualified candidates for this position may include a substantive assessment
which will be followed by a competency-based interview.
