Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This post is located in Terrestrial Ecosystems Unit (TEU) of the UNEP/DEPI at the Brazaville duty station. Under the supervision of the UNEP Regional Coordinator for Africa of the UNEP UN-REDD team, based in the Terrestrial Ecosystems Unit (TEU) of the DEPI, and in close collaboration with the National RED+ Coordinator of the Government of the Republic of the Congo, the incumbent will carry out the following duties:
Responsibilities
- Assist in monitoring and supervision of UNEP components of the national programme on REDD+, in close coordination with the National REDD+ Coordination Team, and the other UN-REDD agencies.
- Organize and lead different sessions of sensitization, consultation, participation and training on the above issues with civil society and the Congolese administration, and participate in national and regional missions.
- Coordinate the development of a land use planning decision support tool that will help identify priority areas for REDD+ at national level, based on spatial analysis of multiple benefits and costs.
- Conduct analysis and coordinate studies to quantify value and map the multiple benefits of REDD+ in the Republic of the Congo, and contribute to the realization of a prospective study on the REDD+ potential based on the national sustainable development vision.
- Develop one or several priority investment plans for the implementation of the REDD+ strategic options that can reinforce the national trajectory towards a sustainable development.
- Review UN-REDD Programme documents as required and remain updated on main scientific and political issues related to UN-REDD thematic areas.
- Assist with the development of communication and knowledge sharing materials.
- Communicate the progress of the national joint programme on the areas of work under UNEP's responsibility to donors and to wider audience at national and international events, and through electronic and non-electronic means.
- Perform other related duties as required.

- Solid knowledge in the natural resources management and use of economic incentives.

Education
- Advanced university degree (Master's degree or equivalent) in either forestry, environmental economics, natural resouces management, environmental science, public policies or related area.
- A first university degree with a combination of two years professional and academic qualifications may be accepted in lieu of the advanced degree.
Work Experience
- A minimum of five years of experience of which at least 1 year in an international context.
- Experience in working on sustainable forest management;
- REDD+; and/or natural resources management, and natural resources economics.
- Working experience with the United Nations is an asset.
- Qualifying years of experience are calculated following the receipt of the first level university degree recognised by the United Nations.
Languages
- English and French are the working languages of the United Nations Secretariat.
- For this post, fluency in written and oral French is required.
- Working knowledge of English is required.
Assessment Method
- Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
Special Notice
Staff members are subject to the authority of Secretary-General and to assignment by him or her.
