BACKGROUND

IRC programming reflects a commitment to sustainable solutions, and believes this is achieved through participatory approaches such as community driven development, community disaster risk reduction, and capacity building of local partners. In support of its ongoing program activities the IRC Myanmar is seeking qualified and motivated staff for the following position:
Position: Procurement Officer
Location: Kanpetlet Township, Chin State, Myanmar
Vacant: 1 Position
The Procurement Officer will collaborate closely with the Department of Rural Development staff to improve DRD's procurement systems and procedures through a customized training and mentoring plan. The position will also work with DRD staff to train village tract and community-level groups in procurement. Further, as this is a technical assistance project, performance of the Township Level team will be measured by its ability to build the capacity of DRD staff to manage the project independently by the time the contract ends. Procurement Officer will report directly to the Lead Community-Driven Development/Training Specialist. The position will start in 1st October, 2013 and is anticipated to last 18 months. Women are strongly encouraged to apply for this position.
Overall responsibilities will include:
- Assist DRD in carrying out procurement activities at the township level according to the project's procurement procedures
- Provide on-the-job procurement training to DRD staff
- Together with DRD procurement officers, provide procurement training for community facilitators, village tract forums, village committees and village volunteers
- Support the procurement sub-committees of the village development support committees in undertaking their duties
- Prepare relevant inputs into the quarterly township progress reports
- Conduct procurement post reviews and prepare the findings and recommendations for the quarterly progress report
REQUIREMENTS
- Academic degree in engineering, management, business administration or related field and at least three years of working experience in procurement, preferably under development projects, or at least five years of relevant experience in procurement
- Knowledge and experience of community driven development projects as well as projects focusing on institutional development, capacity building, local governance and decentralization support an advantage;
- Experience in participatory, conflict and gender-sensitive programming and implementation an advantage;
- Ability to work effectively and sensitively in teams and with government counterparts
- Strong inter-personal skills and ability to resolve conflict Prior experience of working in rural Myanmar
- Proven track record in capacity building
- Ability to communicate effectively with project stakeholders Proven planning and organizational skills
- The ability to communicate effectively in Myanmar language is required and knowledge of local Kanpetlet Chin language is strongly desirable.
- Fluency in oral and written English
- Willingness and ability to travel frequently to project villages
- Proven ability to work under pressure and deliver in a timely manner
