OVERALL VIEW OF THE POST
Under the overall authority of the IIEP Director and direct supervision of the Coordinator of the Pôle de Dakar, the incumbent will mobilize statistical and economic analyses tools to successfully carry out his/her portfolio's activities. He/she will be responsible of project conducted in selected countries and assure leadership and management of all team members affected at those projects. The work and production conducted will be subject to an internal validation process under the responsibility of the Coordinator. More specifically, the selected candidate will be assigned the following tasks: 1. Assist African countries in the development, implementation and monitoring of educational policies; support in the development of education sector diagnosis; support the discussions and definitions of educational policy tradeoffs and the development of national strategy documents (education policy orientation document, expenditure medium term financial framework, simulation models, sector plan…). 2. Lead of a portfolio of selected countries. Political dialogue with the authorities of the country. Dialogue, exchange and coordination with development partners in country. 3. Support international initiatives for the Education for All - and monitoring the Dakar's Forum; production of comparative analysis and synthesis on the state of education in Africa; design assessment tools and analysis of national plans for the development of education; creation of training materials and / or outreach. Contribute to the distance training in education sector analysis developed by the Pôle de Dakar in collaboration with the University Cheikh Anta Diop of Dakar and the University of the Gambia destined to the actors in the educational community, mainly national technical staff and development partners. Contribute to the production, use and dissemination of information in education sector; participation in the drafting of methodological notes, thematic notes and country notes; participation in updating the website www.poledakar.org and interactive space for documentation and exchanges around the Education Sector Analysis (digital bibliography, statistics, policy documents, checklists sector reviews, etc.). Assure responsibilities within the team as clearly defined with the Coordinator. Perform all other duties as assigned by the Coordinator the Pôle. REQUIRED QUALIFICATIONS EDUCATION
- At least a Master's degree in the field of economics and / or statistics PROFESSIONAL EXPERIENCE
- At least 7 years of relevant working experience in the field of sector analysis, planning and management of education systems.
- Working experience and negotiations with the ministries of African countries and development partners.
- Knowledge of African education systems. COMPETENCES and SKILLS
- Thorough knowledge of statistical and econometric techniques
Thorough control of statistical software such SPSS, SAS, STATA and spreadsheets Good knowledge of the problems of education in the context of developing countries particularly in Africa / Ability to perform regular missions, especially in diverse and challenging contexts Ability to lead a team Ability to work with and in multicultural teams
LANGUAGES
- Fluency in French or English and knowledge of the other language. DESIRABLE QUALIFICATIONS SKILLS

- Knowledge of Portuguese would be an asset. BENEFITS AND ENTITLEMENTS Salaries of UNESCO are denominated in U.S. dollars and are exempt from income tax. They consist of a basic salary and a post adjustment which reflects the cost of living of the duty station and exchange rates.
