MANDATE OF THE COUNTRY OFFICE:
Leadership in the response to HIV, as well as the work of UNAIDS, is about social justice and social change – notonly is the health of those affected crucial, but also their dignity and security, and the enabling social, cultural andlegal social conditions necessary to achieve these. High level policy, technical and programmatic advice to civilsociety and strategic support to community mobilization, through GIPA and civil society engagement, are bothhuman rights and public health imperatives, as people living with HIV and other member of civil society will be, andshould be, the engines of health and social change efforts in their countries. Objectives:
a) Reinforce and reignite the engagement and leadership in the AIDS response of people living with HIV,
women and key populations
b) Ensure the HIV response has a powerful human face and is an engine for community mobilization for
prevention, treatment and HIV-related social justice
c) Provide global leadership, advocacy, strategic information and programme coherence on human rights,
gender equality, GIPA, community mobilization and civil society leadership towards achievement of the 10goals of the 2011 Political Declaration
d) Support excellence in national efforts to achieve HIV-related human rights, gender and GIPA goals throughmobilization of leaders in government and civil society on law, gender equality, civic and social action, andfaith.
Main tasks and Responsibilities of the Position:
Under the overall guidance and supervision of the UNAIDS Country Coordinator, the National HIV Policy Officerworks towards an enabling environment for improved and expanded HIV prevention in Myanmar. The Policy Officerliaises with UNAIDS Cosponsors, Government partners (central and State/Region level) as well as with civil societypartners, NGO partners and networks in order to facilitate on going capacity building and policy advocacy efforts.Critical to this position will be in-depth knowledge of the Myanmar political system, including its policy and legalframework and parliamentary and bureaucratic structure and culture. Specifically, the main tasks of the positioninclude:
  • Collaborating, liaising and advocating with national HIV coordination authorities and drug control authorities in Nay Pyi Taw and in UNAIDS project areas (State and Region-level) and with civil society as part of efforts to scale up proven best-practice HIV prevention services across the country.
  • Staying abreast of current national issues, political and societal tensions in order to provide strategic information, national context insight and analysis of the rapidly changing socio-political context of Myanmar to UNAIDS and to the Joint UN team on AIDS and other partners, in order to guide on going joint capacity development and policy advocacy initiatives.
  • Conducting an assessment and review of Myanmar's policy, legal and regulatory framework, producing a report in Burmese and English, and identifying priorities and recommendations for advocacy for reform.
  • Working with the HIV Prevention Technical Officer to assist in the development of a series of Policy Briefs on HIV prevention in Burmese and English to assist in capacity building and policy advocacy efforts
  • Assisting in the organisation and facilitation of HIV prevention seminars and workshops for senior policy makers and decision makers
  • Providing support in monitoring of government accountability for attainment of the Political Declaration targets and commitments.
  • Any other duties as assigned by supervisor
REQUIRED QUALIFICATIONS
Education:Essential:
First university degree in political sciences, social sciences, public health or related fields.
Desirable: Specialization in one of those above fields
Experience:Essential:
At least 3 to 6 years of professional experience working in Myanmar in the area of policy advocacy or HIVprevention. Good experience and demonstrated knowledge of issues related to supporting legal, policy andregulatory reviews and reforms, political advocacy, community mobilization, working with media, and drafting ofposition papers and briefs.
Desirable: Experience in the UN system; parliamentary process, HIV prevention; experience of living with HIV.
Languages:Essential:
Fluent in Burmese. Advanced knowledge of English.
Desirable: Good working knowledge of one or more of Myanmar's national languages.Functional/Technical Knowledge and Skills:Strong interpersonal, representation and advocacy skills. Deep knowledge and understanding of Myanmar'sGovernance structure, legal and policy environment, and political/bureaucratic culture. Understanding of the AIDSepidemic and of principles of harm reduction for people dependent on drugs is essential. Knowledge of the UNsystem and broader development issues is desirable. Ability to ensure that the principles around human rights,gender and the meaningful involvement of people living with HIV are adhered to and applied in all UNAIDSpartnership work and strategies.Competencies:UNAIDS Values:1.
