Organ:
The General Secretariat directs all the administrative and financial aspects of the Union's activities, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication matters for operational and other purposes, the provision of legal advice to the Bureaux of the Union and the departments of the General Secretariat, logistic support to the Union's activities including conferences, the coordination of the work of the Union with other international organizations, the dissemination of information to the Member States and Sector Members, press, corporate and individual users of telecommunications and the general public. The General Secretariat is also responsible for the organization of world telecommunication exhibitions and forums.
Organization Unit:
The Conferences and Publications Department is responsible for ensuring communication between people involved in ITU activities and for the dissemination of ITU products, through its conference services (conference organization and logistics), language services (translation and interpretation in the six official languages, précis-writing, terminology and reference services) and documentation and publications services (text capture and text processing, electronic document management, publication composition, reproduction and distribution of paper and physical electronic products, and sales and marketing).
Duties / Responsibilities
In the Document Composition Service, under the direct supervision of the Head of the Spanish Section, the incumbent performs the following tasks:
  • Is responsible for the complete revision of all documents captured or typed in the section and for the alignment of texts with the original language or with English before dispatch of the documents to recipients.
  • In collaboration with the Head of Section, is responsible for setting priorities, organization of work, registers documents to be revised using the DPS programme and contacts the services concerned (customer, Translation Service, or other sections of the Document Composition Service) in cases of error, omission or potentially contentious points in texts.
  • Supervises and checks documents revised by operators.
  • Ensures conformity of conference documents with the aid of the DHV (Document Hierarchy Viewer) tool.
  • Helps the Head of Section with the distribution of work and the supervision of operators.
  • Collaborates with the Head of Section in the dissemination of instructions, helps operators when problems arise, and ensures follow-up of training for new staff.
  • Acts as Head of a second shift team during conferences and meetings.
As an operator:
  • Assembles documents electronically for the Spanish Translation Section, manually or with the aid of the DPM programme for conference documents, on the basis of the original (in any of the Union's six working languages).
  • Captures handwritten texts, tables and mathematical formulae; inserts translators' changes, establishes the model for the other languages or aligns the text on the model of the original language or English.
  • Captures the text of figures/diagrams with the aid of the software in current use and inserts them into the Word document.
  • Captures text for PowerPoint presentations.
  • Finalizes documents in accordance with the rules applicable for each document type (format, styles, file organization).
  • Applies new systems, methods and procedures with the help of the documentation and training facilities provided.
  • Is frequently called upon to work in shifts and during weekends.
  • May be called upon to deal with texts in other working languages of the Union.
  • May be called upon to carry out other tasks within the Document Composition Service, detached to other ITU Services, and sent on missions for the Document Composition Service or for ITU.
Qualifications required
Education:
Complete secondary education with a diploma OR complete equivalent technical or commercial studies with a diploma. For internal candidates, obligatory schooling in combination with 10 years of qualifying experience may be accepted in lieu of complete secondary education with a diploma for promotion or rotation purposes.
Experience:
At least five years of experience in the field of the post. (A maximum of three years of studies in the field of the post and in a recognized school may replace the required experience on the basis of one year of education for one year of experience.)
Languages:
Knowledge of Spanish at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language (Arabic, Chinese, English, Russian) would be an advantage.
Competencies:
  • Excellent knowledge of ITU documents and related processes.
  • Typing tests in Spanish set by the organizations of the United Nations common system based in Geneva.
  • Ability to work in a team under pressure, and to multitask.
  • Experience in the use of the electronic systems and software in current use at ITU, including word and data processing (Word for Windows and Excel) and graphics processing (Corel Draw, Visio).
