II. Background/Context
In 2008, the Myanmar Health Sector Coordinating Mechanism (M-HSCC) was established to oversee the national response related to the three diseases of HIV, malaria and tuberculosis and to coordinate the efforts of all partners. The M-HSCC is mandated to develop and submit grant proposals to the Global Fund and to provide effective grant oversight and support the implementation of grants that are funded by the Global Fund. In January 2011, following disbursement of funds to the Principal Recipient, the M-HSCC has commenced to provide grant oversight to the approved and signed Round 9 HIV grants. In addition, the M-HSCC will also have to submit proposals for submission to the Global Fund, with the support of Technical Strategy Groups (national coordinating body for AIDS, TB and malaria respectively in Myanmar). In order for the M-HSCC to carry-out its role and function successfully, the M-HSCC has requested support for basic funding of the M-HSCC Secretariat from the Global Fund. As part of the technical support measures to strengthen the M-HSCC Secretariat and capacity of the M-HSCC, a full-time national programme officer will be recruited to provide essential management and technical support to the M-HSCC Secretariat. As the government counterpart offices are based in the new capital Nay Pyi Taw (4.5 hours car ride from Yangon) and the Principal Recipients, international organizations, NGOs and embassies are in Yangon, communication between the M-HSCC members require additional facilitation. The National Programme Officer will facilitate timely communication between the M-HSCC members, PRs and the three TSGs. The National Programme Officer will be based at the UNAIDS Country Office Myanmar. He/she will be under the supervision of the Secretary of the M-HSCC (Deputy Director-General of Department of Health, Ministry of Health) and the UNAIDS Country Coordinator. The National Programme Officer will work closely with the National Information Officer. The Programme Officer will focus on organizing regular M-HSCC members events (meetings, field visits, training) and providing support to M-HSCC members to access timely information about Global Fund and reports from the PRs and SRs.

III. Functions / Key Results Expected
Main tasks and responsibilities of the position:
1. Organize M-HSCC meetings and field visits (including applying for travel permit for international M-HSCC members and meeting participants and organizing the travel and accommodation);
2. Organize the M-HSCC Executive Working Group Meetings as requested by the M-HSCC;
3. Responsible for the preparation, organization and documentation of all meetings convened by the M-HSCC;
4. Ensure follow-up of decision points from all M-HSCC meetings;
5. Organize M-HSCC trainings;
6. Facilitate the translation of information materials from the Global Fund from English to Myanmar language for posting on websites and sharing with M-HSCC members.
7. Monitor the expenses of M-HSCC Support Funds and prepare quarterly technical and financial reports;
8. Perform other related responsibilities as assigned, including replacing and backstopping for others.
Key Results expected
1. Timely organization of M-HSCC meetings (quarterly) and field visits (annually);
2. Timely organization of Executive Working Group Meetings (to be specified by M-HSCC)
3. Meeting minutes drafted in timely manner and monitor the uploading of the final minutes in the M-HSCC website
4. M-HSCC trainings organized and completed as requested by the M-HSCC 5. Well-maintained and up-to-date M-HSCC websites
6. Presentations prepared for M-HSCC Secretary (i.e. from meetings, from Information Dashboard)
7. Technical and financial reports prepared quarterly
IV. Impact of Results
The key results have an impact on the functioning of the M-HSCC secretariat and the overall performance of the M-HSCC in providing grant oversight and harmonization of programmes.

VI. Recruitment Qualifications Master degree in public health, development, social sciences, public administration, management or related field 3-5 years progressively responsible experience in programme design, management, administration, and monitoring and evaluation in related field Good communication (written and spoken), analytical and training skills Good knowledge of computer management and applications (website management and preparation of powerpoint presentations) Language Requirements: Excellent knowledge of English and fluency in Myanmar language required
