Background
Technical support of the Supreme Council for Planning and Development (SCPD) has been a central element of UNDP work in the state of Kuwait. Several UNDP assisted projects were implemented in support of enhancing the national capacities of public enterprises. Within the framework of the conversation and display of selected artifacts from the Dar Al-Athar Al-Islamiyyah (DAI) collection at the Kuwait national museum (KNM), both government of Kuwait represented by SCPD as the executing agency and DAI as the implementing agency, have indicated their desire to extend the technical assistance of UNDP to DAI for the training of conversation of the collection for the KNM in accordance with the UNDP Country cooperation framework for Kuwait (2009-2014).
The DAI collection contains a wide range of material including metals, jewelry, numismatics, architectural and decorative wood, ivory, ceramics and glass, books and manuscripts, textiles and carpets, stone and leather.

Objectives:
The international expert will manufacture mounts for the DAI collection and train Kuwaiti nationals DAI employees in artifact preparation for display, mount making for exhibitions and object installation. The successful candidate will work with and be under the direction of the objects conservator.
Duties and Responsibilities
- Create mounts for specific ancient artifacts according to needs and the plans of the DAI collection office;
- Train DAI employees in mount manufacturing;
- Train DAI employees in artifact preparation for display;
- Train DAI employees in artifact installation;
- Coordinate with collection office to meet expected output and guarantee quality work;
- Undertake any other tasks pertaining to the consultancy deemed appropriate to DAI and UNDP.
Competencies
- Knowledge and familiarity with the DAI collection;
- Knowledge and familiarity with the DAI cultural mission and vision;
- Excellent exhibition installation knowledge and experience;
- Excellent teaching skills to help develop Kuwaiti nationals;
- Excellent communication skills;
- Ability to exercise considerable individual judgment and initiative in conducting the necessary operations within the program;
- Ability to coordinate project activities with diverse groups and individuals.
Required Skills and Experience
Education:
- Membership of recognized professional bodies.
- Degree in related fields from a recognized university (or equivalent institution) is a plus.
Experience:
- 10 years minimum of proven experience in the field of ancient artifact display at national or international level.

- Fluent English.

- Letter of interest/proposal, providing brief methodology on how the work will be conducted and/or approached.

- Reference to or copies of previously developed knowledge materials, including analytical reports, research papers, case study materials, etc.
Lump sum contract
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
Travel costs
All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Cumulative analysis
Contract award shall be made to the incumbent whose offer has been evaluated and determined as:
- Responsive/compliant/acceptable; and
- Having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
- Technical Criteria weight: 70%;
- Financial Criteria weight: 30%.
Only candidates obtaining a minimum 70% from the maximum available technical score (70 points) would be considered for the Financial Evaluation.
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:
30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].
The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded the Individual Contract.
Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in satisfactory manner.
