Background
Under the guidance and direct supervision of the UN RC/ UNDP RR, the UN Coordination Specialist reinforces the capacity of the UN Country Team and UNDP Resident Representative to use planning and coordination mechanisms such as the Common Country Strategy, the RC Annual Workplan and the UNDP Country Programme Document in a flexible and effective manner, to prepare high quality, focused and strategic studies, researches and reports to support the national strategies setting, to develop and implement the collaborative and joint programmes, to monitor progress towards the Millennium Development Goals (MDGs) and Global Conferences, to support coordination and communication with agencies without field representation to access national systems and processes, and for national counterparts to access the expertise of agencies without field representation.
The UN Coordination Specialist is a member of the Office of the Resident Coordinator. He/she works in close collaboration with UNCT members and in particular with UNDP, as well as UNDG staff and Government officials, technical advisors and experts and civil society ensuring successful and transparent reporting of UNCT activities.
Duties and Responsibilities
Ensures effective support in preparation and implementation of country programming processes and products, including UNDP CPAP and UNCT Common Strategic Framework focusing on achievement of the following results:
  • Presentation of researched information for preparation of various country programming products and processes including CPAP and CSF. Presentation of information/ reports for identification of areas for support and interventions;
  • Collection, analysis and presentation of information for identification of areas for support and programme formulation/ implementation;
  • Planning and coordination of preparation/ implementation of the CPAP and CSF in cooperation with the direct supervisor;
  •  Monitoring and provision of assistance to inter-agency working groups and committees;
  • Monitoring of the activities of the UN Theme Groups;
  • Identification of strengths and weaknesses in UNDP & UN Agencies programmes in the context of CP, UN System reform and MDGs. Provision of advice on adjusting strategies and implementation modalities, cost-effective and efficient implementation of joint UN programmes, and other UN functions;
  • Development of strategies, policies and programmes in close consultation with UNDP,UN Agencies aimed at reaching the MDGs and establishment of the system for monitoring the progress towards the MDGs and Global Conferences;
  • Development of the common programme for the UNCT in 2014 and setting out a roadap for implementation of the strategic goals for the next five years;
  • Supporting national consultative processes on the post-2015 development agenda.
Support the implementation of the RC/RR Work Plan including:
  • Implementation of the 2014 RC Annual Workplan, including coordination with UNCT members as necessary and ensuring effective follow-up to outcomes / recommendations of strategic documents;
  • Reporting on the implementation of the RC Annual Workplan,through the RC Annual report and other mechanisms, as required;
  • Preparation of, and follow-up to, UNCT meetings;
  • Providing substantive and strategic reports on UNDP Programme activities;
  • Assisting UNDP’s strategic coordination in the GCC sub-region and with UNDP HQ and UNCT partners.
  • Providing input to UNDP planning and reporting processes, as necessary;
  • Drafting strategic documents, concept notes etc, as required;
  • Working with national partners and the JPO Service Centre to implement the Kuwait JPO Programme,
  • Working with the national partners and the UNV Programme, Bonn, to launch the Kuwait UNV Programme.
  • Serving as focal point on MDGs within UNDP;
  • Serving as focal point for South-South and Triangular Cooperation, as it relates to the strategic programme of both UNDP and the UNCT as a whole.
Ensures effective advocacy of UN activities focusing on the achievement of the following results:
  • Maintenance of the systematic information on RC system activities;
  • Preparation of speakers notes, talking points, speeches for major advocacy events of the Resident Coordinator system, in close consultation with the UNCT and partners;
  • Preparation of public information materials as requested;
  • Drafting of correspondence and other materials as required;
  • Providing strategic inputs to documents required for VIP visits and missions by NRAs;
  • Oversee implementation of the UNCT communications strategy.
Ensures creation of strategic partnerships and implementation of the resource mobilization strategy for CSF implementation focusing on achievement of the following results:
  • Development of partnerships with government institutions, bi-lateral and multi-lateral donors, private sector, civil society;
  • Coordination of the substantive preparations of the UNCT for roundtables and other key events in close consultation with appropriate counterparts in government, bilateral and multilateral partners;
  • Facilitate NRAs’ engagement in Kuwait UNCT activities as appropriate.
Ensures facilitation of knowledge building and management focusing on achievement of the following results:
  • Identification of sources of information related to coordination. Identification and synthesis of best practices and lessons learnt directly linked to country policy goals;
  • Identification of national policies and institutions that require strengthening to ensure effective CSF implementation and provision of advice in close consultation with UNCT;
  • Establishment of electronic and other systems for agencies without field representation to access national institutions and processes and for national partners to access the expertise of agencies without field representation;
  • Sound contributions to knowledge networks and communities of practice. 
Impact of Results
The key results have an impact on the efficiency of the overall UN programme.  Accurate analysis and presentation of information strengthens the capacity of the UN in Kuwait. The Reports provided facilitates decision making of the management.

Background
Kuwait is highly urbanized State and most people live in the cities. Issues and constraints that contribute to traffic and transport sector problems in Kuwait include (1) Increasing demand for transport of people and goods associated with limited infrastructure capacity, inefficient public transport services, and unavailability of railway and metro networks, (2) need for better transport-land use planning, (3) need for a reliable information system, and (4) increasing vehicles, population, congestion, vehicle emissions, and accidents.
The Government has launched a long-term policy vision under the banner of “Kuwait 2035”, aimed at transferring Kuwait into a regional financial and commercial hub, to enhance sustainability of the country’s economy. A 4 years National Development Plan (NDP) has been developed to facilitate the implementation.
To manage demand, and improve mobility and accessibility in Kuwait, an integrated National Traffic and Transport Strategy 2010-2020 (NTTS) has been developed, included in the NDP, and adopted by the Ministers Council for implementation by the relevant Ministries.
As a priority project, the public transport has been selected for implementation through building of Kuwait metro, rail network and modernization of current bus services. The Ministry of Communications (MOC) is now in process of development of the rail system to ensure high quality connection of the economic centers.
The project aims to build efficient and integrated rail system which handles traffic demand necessary to sustain Kuwait's economic growth through modern infrastructure and technology, efficient usage and operations, and institutional reform, and to enhance energy efficiency, improve the environment, enhance safety, maximize benefit for consumers and producers of goods and services, and improve productivity.
Objectives of the assignment
The objective of the assignment is to provide technical support for the MOC to promote best practice of planning, design, construction and management of the rail project, improve capacity of the stakeholders, evaluate performance, promote better initiatives and provide decision makers and practitioners with reliable tool for efficient policy development and implementation schemes.
Duties and Responsibilities
The scope of work will include, but not necessarily be limited to, the following:
  • Support the MOC in the planning, design, construction, and testing of the project;
  • Assess traffic demand and sector's capacity, and review available options;
  • Assess the NDP and NTTS requirements in connection with roads, land use, and regional borders, and recommend how the proposed railway project can be integrated with these issues;
  • Supervision of contractors’ performance, quality control, reviews general design, and certifying process.
  • Assess the national, regional and intermodal benefits of the proposed rail project;
  • Assess alignment options and least cost, proposed stations, technical specifications, obstacles, and make recommendations on the sustainability of the project after completion;
  • Develop feasibility study, design, RFP, bill of quantities, contract packages, TORs for consultancy work, and cost estimates as required, including externalities cost such as resettlement;
  • Monitor safety, health and environment;
  • Develop key performance indicators and monitoring and evaluation system and assess successful service provider’s efficiency;
  • Coordination with the Technical Director of the NTTS Project;
  • Report to the National Project Director of the MOC.
Expected outputs
Development of rail system in Kuwait is a new phenomenon. Rail system is highly complex and subject to various spectrums ranging from structural stability in civil engineering to the latest technology and computerized systems.
Outputs of the assignment include, but not necessarily be limited to, the followings:
  • Assessment of current status in Kuwait, including proposed rail alignment, previous studies, required legislations, cross border issues, and project management requirements;
  • Development of proposals and implementation plan and gain management approval;
  • Development of project budget and cost plan;
  • Development of thorough guidelines to optimize the use of resources and facilitate uniform implementation, taking into account all relevant rail components such as engineering and system design, safety and security, low-carbon issues, earthquake resistant, GIS issues, track gradients,  power supply, signaling, depot, control facilities, software, construction procedures, alignment and track work, passenger and freight demand, climate conditions, reliability, availability and maintainability, performance requirements, testing, platform stops, commutations, train lighting, clock system, ventilation and air conditioning, recovery system, information system, and quality assurance;
  • Development of sustainable program for training of local cadres, management and assignment of required staff;
  • Preparation of RFP, answering queries, and participate at the evaluation and selection;
  • Supervision of procurement requirements and contractor works, conduct required test and approve deliverable;
  • Harmonization of management modalities of the different consultant/contractor outputs, to meet objectives and deadlines;
  • Conduct workshop and training sessions in line with the approved plan;
  • Produce technical papers regarding the project and international best practice to advance knowledge of staff, management and users;
  • Development of periodical progress reports.
Competencies
The consultant should demonstrate diverse skills in various areas of the rail system, including but not necessarily be limited to, the following.
Technical Knowledge:
  • Knowledge of strategic requirements of rail infrastructure, transport- land uses planning, Intelligent Transport System, Project management, enforcement, and information system.
  • Knowledge of the relevant  procurement requirements, e.g civil, building, track works, bridges, electrical and mechanical, signals and communications, tunnels, plant and equipment, locomotives, and maintenance depot.
  • Ability to provide evidence of previous involvement in the planning and execution of similar projects, and to provide references to these projects;
  • Strong written, communication and organization skills.
Achieving Results:
  • Appreciation of the role of railway network, and integration of expressways, local roads and public transport services, to improve accessibility, support economic growth, enhance safety; alleviate congestion, and ability to provide high standard guidance;

  • Comprehensive Knowledge and practical experience in large scale rail projects, ability to assess bids of complex transport / rail projects using modern techniques, and experience in the development of efficient implementation schedules and budget plans;
  • Experience in the integration of various modern transport factors including financing mechanisms, engineering, management, drawbacks and services;
  • Experience in RFP preparation, bid evaluation, technical specification development, project management and feasibility study of railway projects, and achievement of significant outcomes;
  • Knowledge of relevant issues such as institutional reform, human resources development, strategy, transport demand management, safety, road system, traffic management, congestion issues, GIS, information system and interagency coordination;

Background

Objectives of the assignment

  • Assess the NDP and NTTS requirements in connection with road and public transport networks, and land uses, and recommend how the proposed metro project can be integrated with these issues;
  • Supervision of contractors’ performance, quality control, reviews general design, and certifying process;
  • Assess the national and intermodal benefits of the proposed metro project;
  • Assess alignment options, lines, least cost, proposed stations, technical specifications, obstacles, and make recommendations on the sustainability of the project after completion;
  • Develop RFP, feasibility study, survey, design, bill of quantities, contract packages, TORs for consultancy work, and cost estimates as required, including externalities cost such as resettlement, environment, implementation plan, and budget plan;
  • Monitor safety, health and environment;
  • Develop key performance indicators and monitoring and evaluation system and assess successful service provider’s efficiency, and performance against targets;
  • Coordination with the Technical Director of the NTTS Project;
  • Report to the National Project Director of the MOC.
Development of a metro system in Kuwait is a new phenomenon. The metro system normally operates in the urban area which needs efficient transport and land use planning, and consideration of various urban features.
Expected outputs
The outputs of the assignment include, but not necessarily be limited to, the followings:
  • Assessment of current status in Kuwait, including proposed metro alignment, previous studies, various urban features, and project management issues;
  • Assessment  of  potential operation efficiency including waiting time, number of passengers at the stops, number of standees in the locomotives,  location of metro stops, and link with the urban road network, pedestrian and parking facilities;
  • Development of proposals and implementation plan and gain management approval;
  • Development of project budget and cost plan;
  • Development of thorough guidelines to optimize the use of resources and facilitate uniform implementation taking into account all relevant metro  system components such as integrated transport planning, transport modes, engineering and system design, safety and security, environmental noise standards, earthquake resistant, tunnels and bridges,  power supply, signaling, control facilities, software, construction procedures, alignment and work zones,  user demand, climate conditions, reliability, availability and maintainability, automatic fare collection, performance requirements,  testing, platform stops, communications, train lighting, clock system, ventilation and air conditioning, recovery system, information system, stations, and quality assurance;
  • Development of sustainable program for training of local cadres, management, and assignment of new staff, including metro planning and engineering, construction supervision, operations, maintenance, safety and security;
  • Preparation of RFP, answering queries, and participate at the evaluation and selection;
  • Supervision of procurement requirements and contractor works, conduct required test and approve deliverable;
  • Conduct workshop and training sessions in line with the approved implementation plan and deadlines;

Background
Technical support for the consultants Selection Committee (CSC) has been a central element of the UNDP work in Kuwait since 1981. The activities requested aims to enhance the committee's background and expertise in area of project management, general engineering, and variation orders. The Government of Kuwait represented by CC, as the implementing agency, have indicated their desire to extend UNDP's technical assistance to CD in accordance with the UNDP Country Cooperation Framework for Kuwait.

The CC Proposes to employ one international consultant to assist in effectively conduct work in Project and Construction Management for the Consultants Department for six months:
  • Enhance the work of technical office at the ministry;
  • Provide consultancy related to suggestions of long-term aims which may be executed which related to the higher education issues in general and related to the sub-teams and committees works;
  • Enhance the technical opinion in assistant policies in achieving the consultancy goals;
  • Help in providing the recommendation related to the high educational policies and its relation with the state visions in developmental transformation;
  • Prepare qualitative studies in fields related to general education and high education issues;
  • Execute the developmental goals requirements of State.
Duties and Responsibilities
Under the direct supervision and leadership of the UNDP and in close consultation and collaboration with CC, the Expert consultant shall undertake the following duties and responsibilities:
  • Cost estimation with various degrees of details for implementing construction projects;
  • Proper background in structures and civil engineering;
  • Programming and schedule management for governmental projects quantity surveying;
  • Value Engineering;
  • Technical writer specialist;
  • Provide and transfer various engineering expertise, particularly in architecture, civil , electrical and mechanical) in design and supervision areas;
  • Analyzing variation order, particularly for large projects;
  • Quality controlling and quality assurance for construction;
  • Provide and transfer legal expertise in the fields of local and international construction, agreements, and contracts;
  • Project cost- Benefit analyst maintenance management and maintenance expertise;
  • Statistical analyst, expertise;
  • Business administrators with particular interest in means and methods of developing consulting business;
  • Transfer knowledge in urban and master planning;
  • Active participation Coordination and liaison with various International and Local Consultants ( Project Communication Protocol);
  • Study, Review and Evolution of Technical and Financial Proposals of Major Construction Projects (infrastructure, Highways, Bridges, Hospitals, University Buildings, Schools, Supporting Complexes , Power Generation Plants, etc.);
  • Training of CC Professional Staff/ Capacity Building and Transfer of Knowledge;
  • Advise CC staff and relevant government agencies as requested;

Background
The Government of Kuwait has requested continued support in implementing the National Traffic and Transport Strategy 2010 -2020 (NTTS) for Kuwait, to create sustainable and safe transport system.
UNDP will provide support by implementing the following components of the Project:
  • Development of a Web- Based National Integrated GIS and Traffic;
  • Information System;
  • Development of a National Road Safety and Black Spot System;
  • Establishment of National Traffic Centres of Excellence;

To achieve this goal, a dedicated Project Assistant will be recruited, to provide support for the successful implementation of the project.
The Project Assistant will work in a close cooperation with the UNDP team, UNDP HQ, Technical Director of the project, Project National Director and Ministry of Interior Representative, and State Ministry for Planning and Development. The Project Assistant will report directly to the Project Director and the UNDP Focal Point handling the Traffic Strategy project.
Objectives:
The objective of the assignment is to ensure a conducive environment for prioritizing of the project in the Government and UNDP policy, program development, and related strategic initiatives; support and continuously monitoring needs of the project in order to facilitate an appropriate and coherent programmatic response by the UNDP; ensure effective budgeting,  and resources of the project; and monitor progress of UNDP system response against the project Work Plan requirements  and other frameworks, in collaboration with the relevant partners.
 
Duties and Responsibilities
The Project Assistant will:
  • Ensure project and its needs are properly covered in the planning activities and programs of the UNDP and Government;
  • Prepare the financial report to the Ministry of Planning and Development and Project team on a quarterly basis;
  • Support UNDP in monitoring project risks, and budget availability, and provide the required advice;
  • Support UNDP in reviewing monthly reports of the project and undertake action to provide requirements and overcome obstacles if required;
  • Liaise with the implementing partner, Project Team, Ministry for Planning and Development, UNDP team (project, media, HR, procurement, financial and auditing functions), and UNDP HQ;
  • Provide support for implementation of the project Work Plan;
  • Ensure that all financial and budgetary processes are in accordance with UNDP standards and procedures;
  • Facilitate the recruitment contracts, payments, leave, and needs of project experts;
  • Ensure that all project needs, workshops, training programs, publications, services, equipment, are provided efficiently and in a timely manner;
  • Work closely with the Procurement Officer to ensure that all procurement processes, bidding, consultancy firm payment are met efficiently;
  • Support the Technical Director in the preparation of  project  progress reports on activities undertaken to meet project implementation needs and deadlines, and submit to the UNDP, project team and Ministry for planning and Development;
  • Attend all project meetings;
  • Provide administrative support;
  • Assist for three days at the Traffic Department office and two days at UNDP office;

The relevant UNDP staff and Project Technical Director will provide the Project Assistant with the necessary briefings.
Expected Outputs:
Expected output is the efficient implementation of the National Traffic and Transport Strategy 2010-2020 for Kuwait project, including:
  • Support for efficient implementation of the project.
  • Development of a unified and coherent response mechanism within the UNDP System to meet the project needs.
  • Success of the UNDP collaborative activities, and strengthening of the UNDP implementation capacity.
  • Facilitation of development and implementation of future strategic joint initiatives in Kuwait.

Background
The UNDP Kuwait Country Office has begun planning for the next four-year programme cycle, 2015 - 2018. The Country Programme Document (CPD) is the basic agreement between UNDP and the Government of the State of Kuwait. It establishes the proposed areas of work for the next programme cycle and flags expected potential outcomes that will be subsequently elaborated in the Country Programme Action Plan.
In order to elicit the views of national stakeholders on the content of this critical development framework, Between October and December 2013 UNDP Kuwait will conduct a series of inclusive and participatory national consultations, bringing together stakeholders for a strategic discussion on the future programming priorities, guided by the next Kuwait national mid-range development plan and in the context of the UNDP Strategic Plan 2014-2017 and the global post-2015 sustainable development agenda themes. The national consultations will be conducted in accordance with UNDP's core principles of inclusiveness, equality and respect for diversity and sustainability. The consultation process will include four roundtable events, bringing together national stakeholders and counterparts, a high-level technical meeting and a one-day national consultation event.
Objectives:
To provide administrative support to the national consultation process.
Duties and Responsibilities
The administrative assistant consultancy will be conducted over two months, beginning no later than 20 October.
Under the guidance of the UNDP CPD team, the Administrative Assistant will perform the following tasks:
  • Issue invitations for participants in the consultative meetings;
  • Follow-up on invitations and prepare participant lists;
  • Coordinate the provision of logistic arrangements for each consultative event (eg seating, audio-visual equipment, interpretation, catering, name cards);
  • Arrange security clearances for participants to enter UN House;
  • Identify external premises if required;
  • Collect newspaper clippings of the events;
  • Maintain files with all documents related to the consultancy tasks; and
  • Any other related duties that might be required.

Documents to be included when submitting the proposals
Applicants shall submit the following documents:
  • Letter of interest/proposal, providing brief methodology on how the work will be conducted and/or approached. Personal CV, including information about past experience in similar projects / assignments and contact details for referees;
  • Financial proposal;
  • Reference to or copies of previously developed knowledge materials, including analytical reports, research papers, case study materials, etc.
Lump sum contract
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
Travel costs
All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
Evaluation method:
Cumulative analysis
Contract award shall be made to the incumbent whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable; and
  • Having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight: 70%;
  • Financial Criteria weight: 30%.
Only candidates obtaining a minimum 70% from the maximum available technical score (70 points) would be considered for the Financial Evaluation.
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:
30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].
The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded the Individual Contract.
Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in satisfactory manner.
Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org.
