Background
The State of Kuwait and the United Nation Development Program (UNDP) have a rich history of partnership and cooperation that dates back to 1968. The Government of Kuwait has requested continued support in implementing the National and Integrated Traffic and Transport Strategy 2010-2020 (NTTS) for Kuwait, to create a sustainable and safe transport system.
 
UNDP will provide support for the Strategy by implementing the following components:
  • Building an Integrated Traffic Information System, with road accidents, offences, traffic management, transport and GIS functions, and link to relevant agencies;
  • National Accident Blackspot and Road Safety Scheme;
  • Capacity Building, Human Resources Development and Intuitional Reform;
  • Traffic Management and Enforcement Program;
  • Traffic Awareness;
  • Establishment of a National Traffic Training Centers
Objective:
The objective of the assignment is to assess current road network situation in Kuwait, identify accident blackspots and traffic conflict issues, and develop national treatment plan to implement efficient “safety conscious” road planning, design, and traffic management approach, and advance knowledge of the national cadres.
Duties and Responsibilities
  • Meetings with the Project Team;
  • Meetings with senior officers of the General Directorates of Traffic;
  • Meetings with relevant stakeholders  especially the Ministry of Public Works,and Municipality of Kuwait;
  • Desk review of relevant documents: e.g. NTTS, current accident level, accident data system, traffic offences, enforcement, and relevant international studies and systems;
  • Site visits to assess current road network, traffic control system, and traffic operations;
  • Participation at the International Training Workshops and specialized training sessions.
  • Other duties;
  • Report to the Project Technical Director.
Expected outputs include:
  • Progress report including field visits, meeting and review outcomes, and recommendations to enhance black spots in Kuwait;
  • Training and advice for the traffic police and engineers;
  • Presentation of high quality papers about the best practice at the International Training Workshops and specialized training sessions to enhance capacity of the national cadres;
  • Provide knowledge that promote leadership in the modern issues of black spot identifications and treatments, contribute to the reduction of road accidents, and enhance traffic operations;
  • Develop national guidelines and procedures;
  • Other requirements as required.     
Competencies
The consultant should demonstrate diverse skills in various areas of black spots, traffic conflict techniques and related matters including, but not necessarily be limited to, the following.
Technical Knowledge
  • Ability to provide leadership for staff, and solve complex problems using technical knowledge, traffic conflict techniques, road safety audit,  modern management, and other requirements to minimize the socioeconomic cost of road accidents;
  • Knowledge in human-vehicle-transport system interaction, evaluation methods, risks assessment in real traffic, exposure issues, ITS, infrastructure, and roadside issues;
  • Appreciation of establishment of sustainable methods and guidelines to improve road safety;
  • Understanding efficiency of integrated urban transport, information system, reporting, tracking system and GIS.
Achieving Results
  • Implementation of best practice accident blackspot programs, based on the integration of the engineering, human, enforcement, economic, environment, and social issues;
  • Knowledge of requirements of safety conscious road planning and design, road rehabilitation and traffic management schemes;
  • Appreciation of requirements of integrated database, methods of data collection and analysis, identification of causes, and monitoring and evaluation reports;
  • Ability to provide ongoing training and develop guidelines, to enhance skills and provide effective measures.
Staff Knowledge
  • Ability to transfer knowledge in various areas of the transport sector  in particular road safety related "know-how" to the decision makers and practitioners;
  • Ability to provide sustainable training and development program.
Required Skills and Experience
Education:
  • PhD in engineering, road safety or related areas from an accredited university.
Experience:
  • More than 20 years of relevant professional work experience at national and international levels, including black spot, traffic conflict techniques, transport planning, road design, and road safety audits at research, training and
    implementation levels;
  • Experience in the development of sustainable and integrated road safety programs, guidelines and action plans;
  • Experience in the management of balckspot programs and road safety strategy, development of capacity building and human resources development schemes, and achieving significant results.
  • Experience in implementation of accident blackspot programs, including methods, identifications, definitions, prevention, indicators, required skills and relevant policing and engineering activities.
Language requirements: 
  • Fluent in English.
Duration:
  • 3 months
Documents to be included when submitting the proposals 
Applicants shall submit the following documents:
  • Letter of interest/proposal, providing brief methodology on how the work will be conducted and/or approached. 
    Personal CV, including information about past experience in similar projects / assignments and contact details for referees;
  • Financial proposal;
  • Reference to or copies of previously developed knowledge materials, including analytical reports, research papers, case study materials, etc.
Lump sum contract
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
Travel costs
All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
Evaluation method:
Cumulative analysis
Contract award shall be made to the incumbent whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable; and
  • Having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight: 70%;
  • Financial Criteria weight: 30%.
 Only candidates obtaining a minimum 70% from the maximum available technical score (70 points) would be considered for the Financial Evaluation.
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:
30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].
The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded the Individual Contract.
Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in satisfactory manner.
Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
