Background:
DAI is seeking candidates for Lead Investigator of an evaluation of the Governance Partnership Facility (GPF), a partnership between the World Bank and bilateral donor partners (UK, Netherlands, Australia and Norway), and its contribution to the implementation of the World Bank's Governance and Anti-Corruption (GAC) Strategy. The GPF-funded activities began in March 2009 and have started to produce visible results and outputs. The evaluation will be based in Washington, DC for a period of 9 months and encompass three components:
  • An Independent Evaluation to provide an assessment of the performance of the GPF with a set of lessons/recommendations describing how the GPF should operate in the future, if extended.
  • A Follow-up to a 2011 review to assess if the positive trend of integrating the GAC agenda in country programs has continued.
  • A Repeat of a 2009 Quality Assurance Group (QAG) Review to evaluate the risk assessment and subsequent adoption of risk management measures in the design of lending operations after implementing the GAC strategy.
Responsibilities:
The Lead Investigator is DAI's designated person to manage the research team which will perform quantitative and qualitative analysis to assess projects in the World Bank's governance portfolio.
  • Tasks will include survey design, desk review of project-level reports and documents, interviews with World Bank staff members.
  • Assimilate, synthesize and analyze quantitative and qualitative data from World Bank governance programs to present findings.
  • Work with the Sr. Evaluation Advisor to design and implement methodology appropriately to execute evaluation.
  • Ensure draft reports comply with international standards, such as the DAC Quality Standards for Development Evaluations prior to submission to the stakeholders.
  • Ensure consistency and coherence between findings, conclusions and recommendations.
  • Ensure reported findings are duly substantiated and conclusions are supported by relevant judgment criteria.
  • Manage 1-2 research associates.
Qualifications:
  • Advanced degree in related field is required (economics, statistics, public policy, political science etc.)
  • Ten or more years of experience in monitoring and evaluation management.
  • Previous experience evaluating/reviewing Bank project(s) and familiarity with Bank procedures.
  • Knowledge of and experience in governance, change management, performance evaluation and/or institutional development.
  • Demonstrated experience conducting qualitative and quantitative evaluations.
  • Demonstrated experience managing complex multi-donor evaluations.
  • Fluent English required.
