Background
Long-term objective of the project is to strengthen national capacity of the Republic of Kazakhstan for risk assessment, prevention and response to natural disasters. Therefore a creation of the concept and methodology of the national risk assessment based on the international standards will be a key factor of the successful planning and implementing of measures on preparation, prevention and response to natural disasters.

Implementation of this task based on application of the best international practices, adapted for Kazakhstan will lay a foundation for creation of the national planning system, based on the deep analysis of emergency situations risks, which are to be taken into account on all social-economic development scenarios.
In this regard there is an urgent need to employ an international consultant who has an experience in these areas to handle this issue.
Duties and Responsibilities
Within the framework of the Terms of Reference scope of services of the international consultant include (but are not limited to) the following tasks:
Analysis of international practice in: Development, preparation, approval of the national situation analysis of the lead countries of the world; Development of the Preparedness Plan on response to natural disasters by lead countries of the world.
Necessary methodological assistance and consultation of the national experts on the issues of: Creation of the structure and contents of sections of the national situation analysis of the Republic of Kazakhstan; Structure and contents of the sections of national preparedness plan to natural disasters on the territory of the Republic of Kazakhstan;  Creation of the regularly updated national risk profile of Kazakhstan. Preparation of methodological recommendations on creation of the concept of national situation analysis and update of preparedness plan to natural disasters on the territory of the Republic of Kazakhstan.
Preparation of information and data, also training of central office staff of the Ministry for Emergency Situations of the Republic of Kazakhstan regarding issues of international best practice of development of: National situation analysis; Preparedness Plan on response to natural disasters.

Required Skills and Experience
Education:
  • Higher education in the fields of public management and risk management. Master degree in Public Management or Risk Management. 
Experience:
  • Work experience (not less than 10 years) in the projects of international organizations in the fields of risk assessment (work experience in situation analysis in the sphere of risk assessment of natural disasters is an advantage);
  • Experience in preparation of methodological recommendations and necessary technical documentation on the issues of public management and risk assessment of natural disasters;
  • Work experience with the bodies of public management in the field of risk assessment of Central Asian countries.
Language requirements:
  • Fluency in English, Knowledge of Russian language will be considered as an asset.
