Description
Main task and responsibility Office Finance
- Supervise and maintain financial records and financial system for NPA Myanmar, which conforms to the accounting standard and practices of Myanmar and NPA HO in Oslo. Supervise and prepare vouchers for payments, including obtaining necessary authorization with adequate details and supporting documents.
- Adhere to budgetary control measures and ensure proper control of budget lines.
- Maintain proper filing for monthly closing and cash count documentation, and record keeping system within the accounts department, enabling efficient tracking of information at any time
- Prepare and supervise the transaction posting of accounting data into Agresso management system in a timely manner.
- Maintain responsibility for MMK cash box as required in the absence of Cashier.
- Facilitate cash counts to the CD every Friday and at the end of each month as requested.
- Provide Management with ad-hoc analysis report requested by Management, or when necessary;
- also generate monthly reports without them being requested by Management.
- Keep tracking of transfer to partners plan for disbursement request.
- Need to assist if there is a need for NPA audit according to auditor's request.
Partner Capacity Building Support:
- Provide guidance and assistance to NPA's local partners to advise them on best practices in relation to financial management and administrative procedures, including:
- Visiting partners' offices (in Yangon and in the field) to assess the practices of bookkeeping and financial management and offer advice if necessary
- Discussing with staff and the organization's leader(s) to ascertain established procedures and routines of the organization and provide recommendations if necessary
- Serving as a liaison person with whom partners can contact to ask advice on financial matters
- Assisting partners in preparing budgets and reports, as required
- Leading finance-related workshops/trainings for partner staff or project committees
- Meeting with the partners to discuss the main findings of visits / reports and explain how to rectify any weaknesses identified
Project Finance Review:
- Assume responsibility for reviewing the financial documentation and procedures for all projects, which includes:
- Reviewing financial reports received from partners and offering recommendations to NPA management
- Reviewing all vouchers related to the partner's office management and project support and evaluating adherence to established standards of acceptable accounting practices.
- Follow up and collect the partner's Audit Report according to the schedule.
- Review and maintain proper filing of partner's audit report.
Communication and Reporting:
- Communicate with partners and NPA staff, including:
- Focus on a high level of communication and information flow within the NPA team and with partners.
- Proactively prepare situation reports for the FAM when deemed necessary.
- Submit updates, mission plans and reports in a timely manner to the FAM in accordance with the timeframes outlined in the M&E Guidelines.
- Prepare financial guidelines for partners
QUALIFICATION & EXPERIENCE
- Relevant education at least B.Com preferably CPA or ACCA
- The applicant must have minimum 5 years work experience with NGOs, whether local or international and/or Private contractors.
- Preferably field experience as well as Head Office experience.
- Ability to act independently to identify and analyze problems and recommend effective solutions.
- Experienced user in Microsoft Excel, Word, and windows-based accounting software
- High level of both spoken and written English
- High level of social communication skills and good skills in team-work
- Ability to motivate and engage your team to provide the best possible support to the organisation and its partners
- Flexibility and positive attitude with a good sense of humour!
- The position involves extensive travel to the field, sometimes over periods of several weeks, so you need to be fit for travel and the different conditions in the field.
