Summary:
The Finance Manager is responsible for running the day-to-day financial operations of multiple Relief International (RI) programs related to the Syria response including US Government, European Union and United Nations programs. Responsibilities will include the supervision and training of national finance officers in order for the local finance staff to take over primary management of the finance department. The Finance Manager prepares monthly and quarterly financial reports for multiple Relief International programs.
Responsibilities:
- Works closely with the RI Country Director and other Finance Officers to establish new systems for a new country program, implement, improve and maintain financial management policies, systems, structures, and procedures.
- Ensures the smooth day-to-day running of the finance office through supervision/management of the local Finance Officers
- Plans and supervises work of the local finance staff including tracking and monitoring of procurements and expenditures, and establishes and maintains an office purchasing, inventory, and requisition system.
- Conducts training sessions for local finance staff.
- Coordinates compiling of project monthly financial reports for submission to the International Finance Controller and Country Director
- Prepares project budget vs. actual reports on a regular monthly basis
- Works closely with the Country Director and Program Managers to monitor the project budget.
- Prepares financial reports for submission to donors under the supervision of the International Finance Controller
- Assists project coordinators in ensuring compliance with RI procurements and field accounting polices and procedures, compliance with donor agreement and audit requirements
- Works closely with project coordinators over the project implementation planning and cash flow projections.
- Prepares budget revision in close coordination with project manager when necessary
- Makes sure that financial records and backup documentation is ready for internal and external audits
- Works closely with internal and external auditors
- This position will require flexibility in undertaking additional tasks as required by the needs in the field. Hours will often extend beyond a normal 8-hour workday for this salaried position.
Qualifications:
- 7 years experience working on international development programs
- Experience in setting up new country systems and programs mandatory- experience in emergency response or conflict settings strongly preferred.
- Strong English speaking and writing; Arabic and/or Turkish language preferred
- Strong functionality in accounting software including Quickbooks and Excel among others
- Experience completing and submitting US Government standard reporting forms
- Accounting or Finance advanced degree
- A strong propensity for flexibility, teamwork, and creative thinking will be essential to this job.
Supervisory Responsibilities:
Oversee National finance staff and provide training and management when necessary.
