Background
Georgia’s TNC is the continuation and compilation of the works conducted under the second national communication to the UNFCCC and other climate change related programs and projects ongoing and implemented in Georgia. Report by the country should be prepared in accordance with the Decision 17/CP7 and guidance provided by the Conference of Parties (CoP). The TNC will update and strengthen information provided regarding national and regional circumstances, priorities and strategies, prepare the GHGs inventory for different sectors of economy for the period 2006-2012, assess vulnerability to climate change of ecosystems and economy sectors in the different regions of Georgia and develop the adaptation measures, construct GHGs emissions scenarios by 2050 and identify the relevant mitigation measures and strategies, facilitate the integration of climate change risks assessment and ways of risks reduction in the different strategies prepared by the country and provide scientifically and statistically proved information on climate change risks in Georgia for implementation of Article 6 of the Convention (public awareness, education and training). The project should also increase the national capacity to produce subsequent NCs that meet CoP guidelines and improve climate change policies in Georgia.
One of the most important sections of the TNC is assessment of vulnerability of different ecosystems and economic sectors such as land degradation, coastal zone, mountainous ecosystems, agriculture, tourism, health care, historic monuments, etc. Vulnerability of systems should be assessed based on the already revealed past impact of climate changes on selected systems. Future risks caused due to climate change should also be evaluated and adaptation measures should be developed for the most vulnerable ecosystems and economy sectors. Climate change past trends and future scenarios will be provided by the project climate change expert. Contemporary software tools for assessment of vulnerability will be used by the project team in the sectors where such tools are available. 
For the first time in Georgia the attempt will be made to assess the impact of climate change on historical monuments (Svaneti Towers) in the country. The project has decided to hire a national expert for the assessment of climate change impact on this sector and preparation of recommendations on potential adaptation measures.
Duties and Responsibilities
The overall objective of the consultancy is to provide expert knowledge on the state of historic monuments in Zemo Svaneti region, evaluate the impact of climate change (past and future) on historic monuments in general and on these monuments in particular, reveal the most vulnerable monuments and prepare proposals for adaptation measures that can best respond to anticipated impacts.
Consultant in historic monuments shall work in close cooperation with other members of the team and will be supported by the experts in climate change scenarios. An expert will be accountable to and work in close cooperation with the V&A Team Leader and Project Manager. 
The expert in historic monuments (Svaneti Towers) will have following duties and responsibilities:
  • Provide escription of past (Last decade of Soviet period) and current state and problems of historic monuments in Zemo Svaneti region;
  • Overview the national and international regulations protecting the historic monuments and highlight the existing gaps; distinguishing positive and negative aspects of existing regulations and needs for additional regulations for improving the protective environment for vulnerable monuments;
  • Overview the global trends in climate change impact on historic monuments and assess the past and future vulnerability of historic monuments in Zemo Svaneti region;
  • Prepare specific project proposals (at least 2) for most vulnerable monuments in Zemo Svaneti;
  • Assist the project manager and team leader in preparation of the section of adaptation strategy for the region related to the historic monuments;
  • Participation at the project workshops , providing inputs through related presentations on the  work done;
  • Contribution to the compilation of final document of the TNC.
Evaluation:

Applicants will be evaluated against combination of technical and financial criteria. Maximum obtainable score is 100, out of which the total score for technical criteria equals to 70 and for financial criteria – to 30. Candidates who will pass  60% of maximum obtainable score of the technical criteria (i.e. 70 x 60% 42 points) will be considered as qualified.
Only qualified candidates will be requested to submit financial proposals - Lump Sum amount that should include remuneration (daily fee*number of total working days).
Maximum 30 points will be assigned to the lowest price offer. All other price offers will be scored using the formula (inverse proportion):  Financial score X = 30* the lowest price offer/suggested price offer.
Financial Proposal:
Only qualified Offerors will be requested to submit financial proposals – daily fee. Maximum 30 points will be assigned to the lowest price offer. All the other price offers will be scored using the formula (inverse proportion): Financial score X 30* the lowest price offer/suggested price offer.  
Payment Modality:
The payment of a lump sum will be made in 2 installments: 
  • 40%- upon submission to and acceptance by the V&A team leader and UNDP Project Manager of deliverables 1-3 e.g. a draft report on past (Last decade of Soviet period) and current state and problems of historic monuments in Zemo Svaneti; an analytical report on the national and international regulations protecting the historic monuments, highlight the existing gaps, distinguishing positive and negative aspects of existing regulations and needs for additional regulations for improving the protective environment for vulnerable monuments and a draft report on the global trends in climate change impact on historic monuments and on the results of assessment of the past and future vulnerability of historic monuments in Zemo Svaneti; (in two months after contracting);
  • 60%- upon submission to and acceptance by the V&A team leader and UNDP Project Manager of deliverables 4-5 e.g. project proposals for adaptation of most vulnerable to climate change monuments in Zemo Svaneti and a draft adaptation strategy for the sector in case if the vulnerability of the historic monuments to climate change is confirmed. (in three months after contracting).
Acceptance of deliverables by UNDP Georgia will be made after quality certification of the deliverables by the Project Manager and approval by UNDP CO.

Required Skills and Experience
Education: 
  • Bachelor’s or equivalent degree in architecture, engineering, history of monuments or other related to the expertise areas.
Experience:  
  • Minimum 5 years of practical working experience related to protection of historic monuments (minimum qualification criteria – 20 points);
  • Proven 2 years of experience in working in rehabilitation and protecting historic monuments in Zemo Svaneti region(minimum qualification criteria – 25 points);
  • Experience in the field of climate change impact on historic monuments (minimum qualification criteria – 5 points);
  • Understanding of impact of climatic conditions on buildings and in particular on historic constructions. 
Languages: 
  • Fluency in Georgian;
  • Knowledge of English is an asset.
