Background
In 2012-2013, upon request of the Central Election Commission of Ukraine (CEC), within the framework of the Project 'Developing Election Training Capacity and Enhancing Voter Awareness' (the Project), the OSCE Project Co-ordinator in Ukraine (OSCE PCU) has developed an online Election Commissioner Recruitment and Training System (ECRTS). The System is designed to assist the CEC and election contestants in arranging large-scale training of election commissioners more effectively and with relatively modest financial resources.
Currently, the CEC needs expert assistance in developing training courses for parliamentary and local election commissioners, the initial filling of the ECRTS with training contents and preparing the ECRTS trainers.
In August 2013, the OSCE PCU contracted a Senior Local Expert on the Training of Election Officials (Senior Local Expert) tasked with developing the structure of online courses for election officials, developing and delivering classroom training for the ECRTS trainers and co-ordinating the ECRTS contents development by local experts.
Tasks and Responsibilities
1) Develop training materials for online courses based upon the structure developed by the Senior Local Expert for the following categories of election officials:
  • Members of district election commissions at parliamentary elections;
  • Members of precinct election commissions at parliamentary elections;
  • Members of territorial election commissions al local elections;
  • Members of precinct election commissions at local elections.
Specific tasks will be distributed by the Senior Local Expert. While the scope of work may vary depending on the type of assignment, all four Local Experts are expected to contribute to the development of training materials for all four above-mentioned categories. While the quality of work will be monitored by the Senior Local Expert, final products are subject to approval by the CEC and the OSCE PCU.
2) Deliver two consecutive five-day classroom training sessions to the ECRTS trainers on the use of the ECRTS, applicable electoral legislation and training methodology.
While the training course will be based on the training programme developed by the Senior Local Expert and approved by the CEC, the Local Experts are expected to develop and present their own training materials (presentations, etc.).
One complete training session will cover around 100 participants, last five full days (Monday through Friday) and take place in Kyiv or close proximity to Kyiv.
3) Integrate shared objects in the Shared Objects section of the ECRTS.
Within the meaning of the ECRTS, a learning object is a minimal element of a learning course covering a specific subject. It may include FAQs, glossaries, HTML pages, audio- and video- files, links, surveys, SCORM objects and tests. The Shared Objects Tab means an area where teachers can share teaching objects with other teachers, who can import them to their own homepages or directly to the courses section.
The Local Experts are expected to develop and technically integrate shared objects into the ECRTS. For the production of audio and video files, the OSCE PCU will seek assistance of relevant technical experts (such as graphics experts). The work will be distributed and co-ordinated by the Senior Local Expert.
4) Integrate test materials into the ECRTS's database of test materials.
The test materials for all online courses will be developed and provided for technical integration into the ECRTS by a Local Expert on Test Materials. The work will be distributed and co-ordinated by the Senior Local Expert.
For performance of Tasks # 3-4, the Local Experts are expected to carefully review the ECRTS User Manual to be provided by the OSCE PCU. The OSCE PCU will also provide induction training on technical aspects of the work with the ECRTS and consultations, when required.
The Local Experts will work from home and regularly liaise with the OSCE PCU, the Senior Local Expert and other experts, as well as attend working meetings in Kyiv (with the participation of the CEC, OSCE PCU and the above-mentioned experts), as required.
Necessary Qualifications
  • University degree in law or social/political sciences;
  • Minimum 10 years of professional experience in elections and training;
  • Excellent knowledge of issues related to the training of election commission members;
  • Excellent oral and written Ukrainian; knowledge of English would be an asset;
  • Excellent writing skills;
  • Experience in the development of training materials;
  • Experience in training election administration bodies at different levels;
  • Excellent communication skills, including public speaking and presentation skills; ability to manage an audience;
  • Experience in working with international organizations, governmental agencies and NGOs would be an asset;
  • Experience as an author of publications on the training of election commission members would be an asset;
  • Self-discipline and ability to work against deadlines;
  • Ability to work in a team;
  • Excellent computer skills.
