Disability and Inclusive Development Facilitator (Livelihoods) THE LEPROSY MISSION MYANMAR is part of a leading international charity providing treatment, care and rehabilitation for people and communities affected by leprosy. TLM Myanmar is working towards Inclusive, Barrier-free and Rights-based society for Persons with Disabilities including those affected by leprosy through advocacy, awareness raising and providing services for improved mobility, economic selfsustainability and possession and utilization of valuable skills. We are working through the Disability Resource Centres (DRC) across Myanmar in Ayadaw, Mandalay, Monywa, Pakokku, Dala, Twantay, Thahton, Pathein, Taunggoo, Hlaingtharyar, Shwepyithar, Shwebo, Mawkyun, Chaunghsone, Mahlaing, Kunchangoan and Sagaing.
WE REQUIRE (3) Disability and Inclusive Development Facilitator (Livelihoods) to provide project services to the communities in the project area. The services will include provision of trainings on market relevant skills, gender sensitisation, marketing and micro-credit for management skills to the clients in the communities, awareness raising to various stakeholders on disability, facilitation for new market initiatives and barrier free enterprise zones in project area, facilitation for physiotherapy for Persons with Disabilities and ulcer care and self care training to persons affected by leprosy.. The positions will be based in the field, working together with TLMM's teams in the Disability Resource Centres. S/he must be willing to work with people affected by leprosy and other vulnerable persons.
Main Job Tasks and Responsibilities Livelihood 1. To assess the PwD and/or family member's interest, needs, skills and willingness to learn as well as the market, both existing and new, for selling products and the labour market 2. To use the Sustainable Livelihoods approach to support and encourage PwDs and/or family members to maximise their existing strengths and develop new skills, which will move them closer to the labour market 3. Develop and implement an on-going programme of personal development and training tailored to each PwD and/or family member's strength and needs as well some training done in groups that have the same interest for learning a new craft/skill 4. Support PWDs and/or family members to develop skills as appropriate to their aspirations 5. Provide on-going mentoring, coaching and support to each PwD and/or family member in conjunction with other DRC Team members 6. Develop a network of referral routes to support access/integration of PwD in existing services 7. Provide training to local organisations on disability and inclusive development 8. To produce on-going reports to monitor, evaluate and record progress and outcomes as required 9. Carry out administrative tasks and maintain essential records as and when required
10. Promote the effective integration of PwDs, anti-discrimination practice, equal opportunities throughout all aspects of working placing PwDs at the heart of the agenda 11. Collect stories and photographs from project sites and maintain a filling system of the stories and photos Basic Nursing care and Physiotherapy 1. Make people affected by leprosy aware of what can damage their anaesthetic feet and hands and look together at situation and tools in e.g. kitchen/fireplace, tools that are used in the field 2. Facilitate people affected by leprosy in self-care and practice the use of protective devices 3. Maintain assessment records of PwD and their plan of action re nursing care and or rehabilitation care up-to-date in order to evaluate progress; any complications re to nursing care and/or PT will be referred to the respected DRC Team member in charge 4. Facilitate and support the caregivers and community volunteers in implementing the basics about health care, dental care, wound care/pressure sores and/or self-care in relation to condition of PwD and work with them to deliver sustainable rehabilitation services to PWDs; this is done with the support of the Nurse and Physiotherapist Community Development 1. Facilitate in forming CBR Committees and SHGs 2. Facilitate training/awareness raising of the CBR Committees, local authorities and CBOs on different matters e.g. PwD and Physiotherapy, health issues, development issues, barriers for PwD and UNCRPD in the communities in conjunction with Physiotherapists and Nurses 3. To develop the necessary skills both within the individual with a disability and the wider community so as to maximise successful community inclusion outcomes 4. Work closely with DRC Team members on implementation of livelihood activities 5. Facilitating regular SHG meetings in the designated communities 6. Give on-going limited support to the more independent SHGs 7. Facilitate the SHGs in evaluating and monitoring their activities 8. Networking to build and maintain contact with partners, government agencies, other NGOs and key stakeholders Other 1. To fully participate and contribute to the on-going development of a strong and effective staff team. 2. Attend weekly DRC team meetings for planning activities in DRC, field trips and other events 3. Attend monthly coordination meeting with DRC team and community volunteers 4. To be responsible, in conjunction with the DRC/Site Coordinator and/or Cluster Manager for setting priorities, planning and organizing personal workload, with minimal direction 5. Submit a monthly Plan Of Action (POA) to DRC/Site Coordinator and Cluster Manager 6. Develop with other DRC Team members new-community-based programmes and resources in consultation/conjunction with Cluster Manager 7. Evaluate and monitor with other DRC Team members the existing programmes in consultation/conjunction with the Cluster Manager 8. Overseeing the financial management of a limited budget 9. Require travelling to different sites this might be on motorbike, boat (Delta area) and long distance walking 10. Other duties as required by DRC/Site Coordinator
Person specification Education, qualifications and key competencies 1. Degree in Community Development or equivalent course 2. Experience of Community Development work and working with marginalised communities is essential 3. Experience of running and arranging informal information sessions, formal training courses and facilitating group based training is essential 4. Proven team leadership skills, with ability to motivate others is essential 5. Experience of monitoring and evaluation as well as record keeping 6. Experience of using computer based information sources including internet for information and management and retrieval purposes 7. Experience in researching issues and report writing 8. Experience in developing excellent working relationships with a wide range of colleagues across agencies and government institutions 9. Excellent understanding of poverty and social exclusion and in particular barriers to labour market 10. Has to work with people affected by leprosy and PWD non-leprosy related 11. Knowledge of the local authority and other statutory bodies 12. Good stewardship of financial and other resources 13. Able to work individually and collectively in a team 14. Ability to prioritise workloads and work to deadlines 15. Ability to handle difficult situations with tact and firmness 16. Ability to maintain a positive and efficient image at all 17. Ability/willing to learn to ride a motorbike and in possession of a valid motorbike licence and willing to travel on water ways Other 1.
