GOAL has been working in Syria since 2012, responding to the acute needs of conflict affected communities. GOAL is working in Idlib Governate, in close coordination with local partners, delivering food, non-food and cash voucher programming to highly vulnerable populations.
General Description of the Role
The Deputy M&E Manager will be responsible for providing support to the M&E Programme Manager and the Programmes Department specifically focusing on baselines, assessments, evaluations, working with partners and donor reporting.
Key Duties:
- Working with the M&E Deputy Programme Manager in Harem on baselines for new programming (including OFDA, FFP, Irish Aid and DfID - NFIs, food rations, vouchers for food / NFIs and WASH) – including developing tools, training teams, support data collection, analysis of results and ensuring that baseline results are taken into account in programme planning.
- Leading on assessments including developing tools and methodology, briefing teams, producing analysis and reports, establishing and maintaining drop-box files of all available internal / external assessments and reports from other actors, monitoring needs and context developments in GOAL operational areas. Liaising with other actors and coordinating with the FSL WG on assessments. Introducing a system to provide feedback to communities on findings from assessments.
- Using data generated by PIMS (Programme Information Management System) produce 1-2 page weekly and monthly snapshots of GOAL's programming to be shared internally (covering programme outputs, monitoring data analysis, complaints summary/analysis). Circulate and present at weekly meetings for review and discussion, document and follow up recommendations.
- Producing geographical profiling at village level through existing resources (e.g. ongoing assessments and monitoring) in order to build up village profiles on specified indicators to feed into GOAL's geographical targeting and programme design.
- Preparing a ToR for GOAL's external evaluation in February 2014 and identifying consultants (international and Syrian).
- Developing and finalizing the M&E system for working with partners including developing formats, capacity building plan, performance review, complaints and feedback system and (if feasible) post-distribution monitoring. Providing training and capacity building to the Partnership Team on the M&E system for partners and supporting them to ensure that partner organisations are oriented and trained on GOAL's monitoring formats, conducting regular remote spot-checks to verify beneficiary lists, review reports, setting up an electronic filing system for reports and videos/photographs, and conducting regular reviews of partner performance. Working closely with the Deputy Manager for Partners to ensure that GOAL provides ongoing capacity building support to partners.
- Coordinating reporting to donors and other stakeholders working closely with the ACD-Programmes, Programme Coordinator and M&E Programme Manager. Producing high quality reports on time.

Requirements (Person Specification):
- A primary Degree in any of the following: Social Sciences, Development Studies or relevant discipline
- Technical expertise in monitoring and evaluation and/or leading on assessments, baselines/endlines or evaluations in humanitarian contexts, an advantage if in FSL programmes;
- At least 3+ years of implementing surveys and other research activities within an NGO environment.
- Demonstrated experience in applying quantitative and qualitative/participatory research methods.
- Capacity to build the M&E skills of colleagues and community members.
- Understanding of mainstreaming principles and experience of working on mainstreaming activities.
- Confident presentation and facilitation skills, proven record in provision of trainings.
- Proficiency in using standard computer software, especially MS office as well as data entry/statistical packages, such as MS Access, SPSS, Minitab, Epi Info
- Ability to under pressure, with minimum supervision.
- Knowledge of Sphere and commitment to humanitarian principles
- Previous experience of conducting trainings on assessments and of building capacity of local staff;
- Very strong written and spoken communication and facilitation skills;
- Experience of working with local partner organisations in remote-management context;
- Flexibility and a willingness to work in a team in a remote-management context;
- Fluency in English essential, fluency in Arabic an advantage;
