Project Description:
FHI 360's Iraq Opportunities Project, known as Foras, seeks to alleviate unemployment and boost the country's fledgling private sector by connecting Iraqi businesses with qualified workers. Foras will focus its efforts on strengthening job placement agencies, training institutions and other employment intermediaries with the goal of enhancing their ability to upgrade the skills and improve the employability of a diverse group of job seekers. Foras will also create a web-based employment portal that connects job seekers with employers and utilizes a mobile phone registration and alert system to extend access and opportunities to Iraqis without internet.
Job Description:
The Associate Director, Contracts & Compliance will be responsible for overseeing the administrative processes for subaward administration and promoting a project-wide culture of compliance and risk management. The Associate Director, Contracts & Compliance will advise project management and general staff on critical contractual and compliance issues, based on knowledge of organizational policy, donor regulations, and specific award terms and conditions. He/She will provide professional expertise in subaward administration to ensure full compliance with donor rules and regulations. The scope of contract administration may include procurement, subaward interpretation, compliance with regulatory requirements and restrictions, sub award administration, and donor and Home Office relations
Major Duties/Responsibilities:
  • Oversees the development of subaward procurement documents based on technical input from team in line with USAID and FHI 360 policies.
  • Provides expert advice in the structuring various subaward mechanisms (contracts, subagreements, and grants).
  • Standardizes project administrative procedures for efficient award and sub award management.
  • Conducts periodic reviews of the contract portfolio with the senior management.
  • In coordination with the FHI 360 home office, reviews critical contracts, subcontracts and modifications.
  • Works in close collaboration with Home Office staff to ensure efficient processing of subawards.
  • Trains other staff in standardized procedures for efficient award and sub award management.
  • Provide guidance on interpretation and application of specified regulations.
  • Schedules reviews to ensure the strategic goals are being met.
  • Conducts and monitors internal Compliance/Operational Reviews.
  • Identifies compliance risks, provides recommendations for corrective actions regarding compliance issues, and ensures corrective actions are implemented and are being applied.
  • Creates/identifies training materials (online, webinars and in person) on compliance matters for project staff.
  • Assists with management decisions and activities.
Required Experience/Skills:
  • Bachelor's degree or its international equivalent in Knowledge /Information services, Communications, Education, Life/Social sciences or other related field related to international/human development.
  • 5-8 years of management experience with contracts and compliance according to USAID regulatory standards.
  • Advanced knowledge of USAID rules and regulations.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Evidence of skills in working as part of a team, meeting deadlines, and consistent and steady performance in a fast-paced and high profile environment.
  • Excellent oral and written communication skills.
  • Reads, writes and speaks English.
