Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations system's
designated entity for addressing environmental issues at the global and regional level. Its
mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of
governments and the international community for action. UNEP's Division of Environmental
Law and Conventions (DELC) identifies synergies and promotes the substantive collaboration among Multilateral Environmental Agreements (MEAs). DELC also encourages interlinkages between UNEP's programme and those of MEAs (www.unep.org/dec/). This position is located in the United Nations Environment Programme's, Division of Environmental Law and Conventions at the Nairobi duty station. Under the supervision of the Director, Division of Environmental Law and Environment (DELC) the Deputy Director will:
Responsibilities
1. Undertake and supervise the day-to-day management and administration of the Division, and manage performance of staff: Directing planning of the budget, and monitoring and overseeing the execution of the budget and appropriation of financial resources; Overseeing planning, monitoring and implementation of the administration of human resources;
Directing the development of the programme of work of the Division and its implementation; Coordinating with the relevant offices on handling of the management and administrative issues and for delivery of programmatic outputs and services; Serving as Principal Legal Advisor, handle, and direct handling of complex legal and institutional issues; Providing legal advice on the interpretation and application of the relevant legal instruments, recommend ways to handle legal issues concerned, and undertake or direct necessary actions; Preparing, and supervising legal officers to prepare, legal analysis and briefs on complex legal and institutional issues; Serving as the legal advisor for intergovernmental meeting and conferences, the governing body of UNEP, intergovernmental negotiating committees and conferences of plenipotentiaries on an international environmental treaty, other intergovernmental meetings and conferences convened by UNEP as well as the conferences of parties to the selected multilateral environmental agreements, and providing legal advice on substantive and procedural legal issues.
2. Direct and coordinate actions for promoting the progressive development and implementation of environmental law at the international and national levels: Developing policies and strategies to implement the mandate of UNEP in the field of environmental law, including the Programme for the Development and Periodic Review of Environmental Law (Montevideo Programme), and direct staff to plan and execute required actions; Analyzing emerging and important policy issues in the environmental dimension of sustainable development, recommending legal and institutional response measures to address such issues, and directing and coordinating action to promote the development and implementation of such measures; Promoting and catalyzing action by Governments for their implementation of internationally agreed environmental goals and objectives through development and implementation of environmental law and strengthening of relevant institutions at the international and national levels; Coordinating with other UN bodies, funds and programmes and specialized agencies, other intergovernmental bodies and organizations, secretariats of multilateral environmental agreements and relevant non-governmental organizations, expert institutions, academia and other relevant stakeholders to promote coherent policies, strategies and initiatives for the development and implementation of environmental law and strengthening of institutions, and to enhance cooperation, collaborations and synergy in the relevant areas.
3. Coordinate actions to promote UN system-wide cooperation and coordination to strengthen international governance for achieving environmental sustainability: Undertaking and directing staff to undertake, actions to promote coherent policies in the field of environmental law and governance across the UN system as well as relevant intergovernmental organizations and entities, including multilateral environmental agreements; Directing and overseeing the development and implementation of collaborative initiatives and projects between UNEP and other UN bodies and agencies, as well as multilateral environmental agreements and other relevant organizations, in the field of environmental law and governance.
4. Perform any other relevant duties assigned.

Education
Advanced university degree (Master's degree or equivalent) in law, government, political
science, international relations, environmental management or related area is required. A first university degree with a combination of two years professional and academic qualifications may be accepted in lieu of the advanced degree.
Work Experience
A minimum of fifteen years of progressively responsible experience in the progressive
development and implementation of international environmental law and/or strengthening of
environmental governance with at least 5 years of which should be at the international level is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Working knowledge of another UN language is desirable.
Assessment Method
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
