RTI International is seeking Deputy Chief of Party candidates for the USAID-funded Higher Education Project in El Salvador.
The project is a five year contract designed to build the human and institutional capacity development of Salvadoran Higher Education Institutions (HEIs) and the effectiveness of key government and higher education entities to provide educational programs and research that contribute to the country's economic growth and respond to productive sector needs. The key focus areas of the Program include: 1) Qualified human capital, for the purpose of increasing quality of tertiary education, to include training for faculty, academic staff and researchers; 2) Relevance and quality of curricula and applied research; and 3) Strengthening HEIs institutional capacity and effectiveness for sustainability through linkages with US and regional HEIs, public entities and private sector firms.
The Deputy Chief of Party (DCOP) will be a seasoned project manager with in-depth knowledge and understanding of higher education and workforce development and its contribution to economic growth. The DCOP is expected to manage all programmatic aspects of activity implementation and serve as second in command to the Chief of Party (COP). The DCOP will ensure the work plan is implemented, oversee the program direct reports, and manage the day-to-day operations of the program. Candidate should possess strong management, administrative, project management, partner liaison, and writing skills.
Responsibilities
  • Serves as RTI's alternate liaison to USAID, government counterparts, industry and private sector, local organizations, and program partners when COP is unavailable. Ensures a high level of communication and close working relationships with USAID to ensure that the project activities are meeting client and stakeholder expectations and that project results are proactively disseminated.
  • Provides strategic leadership, technical and managerial direction for the successful implementation of the project.
  • Responsible for the overall performance and results of the project, including management and oversight of the program's technical, operational, and administrative staff.
  • Develops and implements annual program work plans and performance milestone plans and negotiates an agreement of those plans with USAID and other partner organizations.
  • Ensures the timely and quality completion of all program technical and financial deliverables and reports in accordance with USAID guidelines.
  • Additional specific tasks and duties to be assigned as necessary to fulfill deliverables
Qualifications
  • Masters degree in Education, Education Administration, Public Administration, or a related field is required. PhD preferred.
  • 10 years of experience working in an environment related to higher education and workforce development, including any of the following: curriculum design, faculty and institutional training, applied research, accreditation, education policy, and science, technology and innovation.
  • In-depth knowledge of the Salvadoran higher education sector
  • Experience in leading the development of and management of partnerships between educational institutions and industry/private sector.
  • Demonstrated ability to design and deliver sustainable capacity building programming
  • Excellent project management and client liaison skills, including experience in managing USAID-funded development programs in El Salvador or the LAC region.
  • Proven leadership and organizational skill, successfully leading large teams of people and managing relationships with a range of stakeholders and partners in academia, government, and private sector.
  • Strong oral/written communication skills, outstanding interpersonal skills, and ability to communicate at multiple levels in the organization
  • Ability to communicate professionally in Spanish and English.
  • Preference will be given to Salvadoran nationals
