Background
To ensure sustainable development and achievement of identified objectives in police reform in Kyrgyzstan it is necessary to involve civil society organization into the reform process. The participation of public organizations, civil society activists and independent experts in a specially created Civilian Oversight Body will enable the community to contribute to the reform process and create a tool of civilian control over the activities of law enforcement agencies.
Consultancy support will be delivered by 5 local experts to develop recommendations for creation of the Civilian Oversight Board over activities of law enforcement institutions in the Kyrgyz Republic into the existing institutions of civil monitoring and control system in the Kyrgyz Republic and government of the Kyrgyz Republic.
Objective: To endorse the institutionalization of the Civilian Oversight Board over activities of law enforcement institutions in the Kyrgyz Republic into the existing institutions of civil monitoring and control system in the Kyrgyz Republic and government of the Kyrgyz Republic.
Tasks and Responsibilities
  • Review current situation in police reform in the Kyrgyz Republic, including establishment of the Civilian Oversight Body, and identification of institutional problems;
  • Analysis of the regulatory framework of the existing Public Oversight and Monitoring Institutions in the Kyrgyz Republic;
  • Analysis of international experience in the development and integration of the Civilian Oversight Body over activity of the law enforcement institutions;
  • Develop proposals and recommendations on amending and supplementing the legal framework for the establishment of a pilot Civilian Oversight Body over activity of law enforcement institutions in the Kyrgyz Republic;
  • Develop options for institutionalization of the pilot Civilian Oversight Board over activities of law enforcement institutions in the Kyrgyz Republic into the existing institutions of civil monitoring and control system in the Kyrgyz Republic and government of the Kyrgyz Republic;
  • Develop recommendations for the implementation of the optimal option of the Civilian Oversight Board over activities of law enforcement institutions in the Kyrgyz Republic based on experience of the pilot model of the Civilian Oversight Body.
Necessary Qualifications
  • University degree in Law, Political Science, International Relations, Business Administration, or Social Science or related field;
  • Minimum 3 years of work experience in providing analytical and advisory services;
  • Knowledge of Kyrgyz legislation related to civilian oversight institutions is preferable;
  • Computer literacy.
