Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Communications and Public Information (DCPI) communicates UNEP's core messages to all stakeholders and partners, raising environmental awareness, influencing attitudes, behavior and decisions related to the local and global environment, and enhancing the profile of UNEP worldwide (www.unep.org/dcpi/). This post is located in UNEP/DCPI at the Nairobi duty station. Under the guidance of the Divisional Director and/or Deputy Director DCPI and within delegated authority the Chief of the Strategic Communications and Outreach Section is responsible for the following:
Responsibilities
1. Manage, provide guidance and supervise staff of the Strategic Communications and Outreach Section:
Plan, direct, and manage the activities of the Strategic Communications and Outreach Section, and oversee activities.
Plan and allocate work assignments; coach, mentor, and evaluate staff.
Participate in recruitment and selection of new staff and in the development of training programmes.
Plan and oversee administrative tasks necessary for the functioning of the Section.
Foster teamwork and communication among staff within the Section and across DCPI and UNEP.
2. Oversee the implementation of the Section's communications components of the UNEP Programme of Work (POW):
Provide guidance on the development and implementation of programmes, projects and other activities under the communications components of the POW.
Take the lead in the development and delivery of strategic communications and outreach components under the POW and ensure timely reporting in the Programme Information Management System (PIMS) and the Integrated Monitoring and Documentation Information System (IMDIS).
Plan and coordinate the implementation of campaigns within the organization to support the substantive goals of UNEP.
3. Manage and deliver on Corporate Communications activities:
Lead and coordinate strategic communications.
Provide technical and policy advice on highly complex public information and communications issues.
Develop and disseminate best practices from the evaluation results of outreach activities and campaigns and disseminate these to all communication staff in the Organization.
Lead the development and update of the External Communication Strategy and an overall public information strategy and contribute to the development of institutional public relations policies.
4. Manage outreach activities of the Division:
Coordinate the implementation of the Tunza Long Term Strategy on the involvement of young people in environmental activities.
Coordinate UNEP's inputs to the UN system-wide review of youth policies and programmes (SWAP) and other policies such as the Inter-Agency Youth Network Development (IAYND) in consultation with UN agencies, partners and young people.
Coordinate the engagement of UNEP National Committees in the regions, and manage the Division's collaboration with external partners as approved under UNEP's POW.
5. Oversee the implementation of events:
Plan and oversee the implementation of World Environment Day (WED) under an annually changing theme and coordinate the online engagement through the website, web-based partners, and UNEP's social media sites.
Take lead in the planning and execution of UNEP's flagship environmental award (Champions of the Earth).
Provide guidance in the management of UNEP's Goodwill Ambassador Programme and related events.
6. Resource mobilization: Develop executive proposals, elaborate concept notes and project documents in consultation with interested countries and organizations to seek funding for projects and activities under the office portfolio as articulated in the Section and Division mandate.

Education
Advance university degree (Master's degree or equivalent) in Communications, Social Sciences or other related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of 10 years of progressively responsible experience in programming corporate communications and information. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of other UN official languages is desirable.
Assessment Method
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
