Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Communications and Public Information (DCPI) communicates UNEP's core messages to all stakeholders and partners, raising environmental awareness, influencing attitudes, behavior and decisions related to the local and global environment, and enhancing the profile of UNEP worldwide (www.unep.org/dcpi/). This post is located in UNEP/DCPI at the Nairobi duty station.
Responsibilities
Under the guidance of the Divisional Director and/or Deputy Director DCPI and within delegated authority the Chief of the Communication Services Section is responsible for the following:
1. Manage, provide guidance and supervise staff of the Communication Services Section:
Plan, direct, and manage the Communication Services Section and oversee activities,
Plan and allocate work assignments; coach, mentor, and evaluate staff,
Participate in recruitment and selection of new staff and in the development of training,
Plan and oversee administrative tasks necessary for the functioning of the Section,
Foster teamwork and communication among staff of the Section and across DCPI and UNEP.
2. Oversee the implementation of the communication components of the UNEP Programme of Work (POW):
Provide guidance on the development and implementation of programmes, projects and other activities under the communication components of the POW,
Oversee the delivery of Communication Section under the POW and ensure timely reporting in Programme Information Management System (PIMS) and Integrated Monitoring and Documentation Information System (IMDIS),
Plan and coordinate the design and implementation of communication components across the sub-programmes in the POW.
3. Manage and administer UNEP websites:
Provide policy guidance to UNEP on conceptual strategy development and management of the Internet (Web) strategies,
Develop web related information strategies, policies, procedures and guidelines and ensure quality and timelines of information for the promotion of UNEP's corporate profile,
Oversee the monitoring of web content usage on www.unep.org using statistics generated by Internet staff members and recommend a long term strategy,
Oversee the content on the new UNEP intranet site and liaise closely with Office for Operations,
Direct the activities of the social networking team to ensure UNEP is well positioned on popular social networking platforms.
4. Manage the development and provision of publishing, library, audio visual and multi-media services:
Oversee the development of the annual publishing programme and promote electronic publishing to increase readership and visibility and provide leadership and creativity to the graphic designers,
Oversee the coordination and planning of thematic issues of UNEP's quarterly flagship magazine, Our Planet and UNEP's annual report, review the editing of complex and sensitive material and control the quality of UNEP publications'
Provide advice and guidance on the management of the Virtual Library and ensure the maintenance of UNEP's reference collection,
Provide guidance in the development of audio visual and multi-media products; curtain raisers, advocacy videos, PSAs, news features and ensure outputs produced by the section maintain high quality standards and comply with relevant mandates.
5. Manage media and news desk activities:
Provide guidance to the planning, development and implementation of UNEP media strategy and oversee the development and execution of communication polices in support of the POW and assigned priority areas,
Oversee the development, implementation and maintenance of the UNEP's electronic news and media outreach and Secretariats to ensure coordination of media work in an effective manner,
Provide guidance to the Media team to build the capacity of journalists to report on complex scientific and policy environmental issues,
Supervise the preparation of a range of information and communication products for complex news operations and media campaigns.
6. Resource mobilization: Develop executive proposals, elaborate concept notes and project documents in consultation with interested countries and organizations to seek funding for projects and activities under the office portfolio as articulated in the Section and Division mandate.

  • Education
Advance University Degree (Master's degree or equivalent) in journalism, preferably in the field of environmental journalism, information science, communications, computer information system, outreach, public awareness, law or related area. A first-level university degree with in combination with qualifying experience may be accepted in lieu of the advanced degree.
Work Experience
A minimum of 10 years of progressively responsible experience in communication work, administration and computer related field, websites, publishing and campaigns). Strong data management skills, as well as an understanding and background in environmental information processing and messaging is an asset. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of other UN official languages is desirable.
Assessment Method
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
