Description
Job Purpose:
To provide statistical, analytical and administrative support to the function of country programming and portfolio management.
Expected Outcomes
Programming and Sector Work
- Assists ADB country programming and economic missions, and develops a database or country operations, including, among others, analysis of sector/subsector allocation and strategic development objectives for ADB loan and technical assistance operations.
- Participates in in-country sector coordination meetings, takes minutes of meetings and facilitates inter-agency coordination.
- Assists in preparing Country Partnership Strategy and annual Country Operations Business Plans.
- Assists in preparing annual Work Program and Budget Framework (WPBF).
Results Monitoring
- Collects economic data and other relevant information, and prepares short write-ups or recent economic developments.
- Analyzes social and political developments affecting the ADB's activities in the country and prepares short write-ups on recent social and political developments.
Portfolio Development and Administration
- Supports implementation of assigned investment projects and Technical Assistance (TAs) by providing administrative support in the recruitment of consultants, organizing tripartite meeting, and preparing relevant correspondence.
- Monitors the progress of assigned projects, participates in review missions as requested, analyzes project issues, and makes recommendations as appropriate.
Information Dissemination
- Assists in the preparation and dissemination of information on the ADB's operations in the Resident Mission to concerned agencies and the general public.
- Prepares press releases, newsletters and other publications.
Others
- Assists in maintaining library materials as appropriate.
- Carries out other related functions as may be required.
Educational Requirements:
Bachelor's Degree or equivalent professional and academic qualification, preferably in economics, business or public administration and finance or related fields.
Relevant Experience And Other Requirements:
Work Experience
At least 5 years of relevant experience in program administration, with some exposure to economic and political assessment work
Technical Knowledge
- Good computer skills with sound knowledge of common word-processing, spreadsheets and graphics software used in the Bank including electronic mail system
- Proven ability to undertake background research and analysis on difficult but well-defined tasks. Collects and organizes required data and information, applies appropriate computer skills in analyzing and developing the data, and prepares notes, papers and sections of reports
- Good analytical thinking with ability to make simple casual links (A causes B), pro-and- con lists and analyses to reach a decision; and set priorities for tasks in order of importance.
- Ability to establish and maintain productive contacts with appropriate government officials, donors executing agencies, NGO's and private sector; good inter-personal skills and communication skills are desirable. Ability to work with individuals from different culture/national backgrounds.
- Knowledge of ADB operations, policies, and procedures will be an advantage.
- Excellent written and oral communication skills in English

- Able to provide guidance to other Administrative Staff (AS) staff on assigned area of work
