Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Please note that this CFCV is limited to internal candidates holding SST ungraded contracts. This is a request for Curricula / expression of interest for the position of Associate Programme Officer – Sana'a, Yemen. The envisaged length of service for this position is six (6) months. Context & Scope:
Under the overall guidance of the Chief of Mission, overall supervision of the Programme Manager of the Yemen Stabilization Initiative (YSI), and the direct supervision of the Field Coordinator, the Associate Programme Officer (APO) for the Field Unit will provide technical programmatic support to the grants-making process and reporting requirements within the Yemen Stabilization Initiative. The successful candidate will be expected to build professional skills and develop a functional knowledge of IOM processes, procedures and guidelines.
Core Functions / Responsibilities:
  • Support the development of small grant initiatives based on active dialogue with YSI Field Teams, the Field Coordinator, the Programme Manager and the donor.
  • Assist in ensuring the increased communication and coordination of local Yemeni government officials with local community members and groups in the development of grant ideas and the implementation of YSI/YA projects.
  • Support the development and drafting of small grant ideas, as well as programme methodologies, operational procedures, programming standards and key operational documents.
  • Enhance and maintain project identification cycle methodology, including the identification and organization of community project support groups, and provide training to appropriate field staff on the same.
  • Ensure that grant documents are finalized in the best form possible, in English, and that all grant activities reflect the overall 'intentionality' and objectives of the programm e; share the grant documents with the Grants Unit for filing.
  • Support the Field Coordinator in ensuring an integrated process of administrative, procurement, logistical and financial support to the grants-making process.
  • Support field staff, as well as provide direction and operational guidance to the field staff during Grant implementation.
  • Monitor the political and security developments throughout the country, with a particular attention to areas of active and potential implementation of YSI/YA grants.
  • Provide recommendations to the Field Coordinator for the establishment of, and improvements to, operational modalities aimed at achieving maximum programme responsiveness and accountability to beneficiaries.

Desirable Qualifications and Experience
  • completed advanced university degree from an accredited academic institution, preferably in Social Sciences, such as law, international relations, governance, political Science, development or a related field;
  • two years of professional experience in a related field of interest to migration, community development, information management, civilsociety strengthening and media;
  • one year of international work and travel experience;
  • knowledge of USAID/OTI programming, specifically in small-grants an advantage;
  • one year specific professional experience within the Middle East region;
  • ability to understand and analyze the national, regional, and local political context in Yemen;
  • demonstrated experience in drafting and editing in English.
Languages
  • Fluency in English is required. Working knowledge of Arabic an advantage.
NOTE:
  • The remuneration package is USD 1,500 per month. The monthly Danger Pay is applicable for duty station, as well as 6 weeks R&R cycle.
