Organizational Setting and Reporting
This position is located in the United Nations Assistance Mission for Iraq (UNAMI), Baghdad. The Administrative Assistant reports to the Chief of Section, Political Affairs.'
Responsibilities
Within delegated authority, the Administrative Assistant FS-5 will carry out the following duties:
General Administration
  • Coordinates the provision of guidance, training and daily supervision to other staff in the area of responsibility.
  • Identifies and resolves diverse issues and problems as they arise, determining the appropriate actions.
  • Coordinates extensively with service units and liaises frequently with internal team members both at Headquarters and in the field mission.
  • Performs other related administrative duties, as required (e.g., operational travel program, physical space planning and the identification of office technology needs and maintenance of equipment, software and systems, organizes and coordinates seminars, conferences and translations)
Human Resources
  • In coordination with KJSO serves as the administrative focal point with respect to transactions related to the administration of the unit's human resource activities, e.g., recruitment, placement, relocation, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. Liaises with KJSO/ executive services as required.
  • Oversees the maintenance of vacancy announcement files and keep track of status of vacancy announcements.
  • Coordinates the preparation of tests, selection panels of the Office of Political Affairs, plus the processing of the various yearly staff personal evaluation reports and forms.
  • In consultation with Human Resources advises staff on relevant rules and regulations; coordinates the induction and orientation of new staff members in the mission.
Budget and Finance
  • Provides assistance and coordination in the preparation and development of the unit's work programme and budget.
  • Assists in monitoring budget/work programme with respect to the unit's various budgets on a regular basis, suggests reallocations of resources and implements the reallocations as necessary.
  • Collects data from relevant sources and prepares reports.
  • Provides assistance in the review and preparation of the medium-term plan and its revisions.
  • Assists managers in the elaboration of resource requirements for budget submissions.
  • Assists in finalisation of budget performance reports.

Education
High school diploma or equivalent. Technical or vocational certificate in administrative services, finance, human resources, business administration or personnel management is a requirement.
Work Experience
At least 8 years of progressively responsible experience within the United Nations system or the private sector in the field of administrative services, finance, accounting, human resources, audit, or in other related fields, of which 3 years should have been at a supervisory level.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
