: Program Coordinator (CBHFA) : MRCS-Nay Pyi Taw and frequently travel to program areas : Initial three months probation contract with extension subject to performance appraisal review and funding availability Application Deadline : 16:30, 10.09.2013 Purpose of this position: Within the Framework of the MRCS policies and procedures and in accordance with the fundamental principles of the Red Cross Movement, the Community Based Health First Aid (CBHFA) in action Program Officer will assist the Program Coordinator, technical advisors and delegates working in collaboration with the MRCS Health Division, in all aspects of planning, management and implementation of CBHFA in action program.
Duty & Responsibilities
All responsibilities should be carried out in line with Red Cross and Red Crescent movement principles.
- To assist in development of a realistic action plan for implementing the CBHFA in action approach.
- To work in close cooperation with Health, organizational development and Disaster Preparedness and Disaster Response program implementers, volunteers and community representatives ensuring the program implementation.
- To monitor progress and supervise coaches and facilitators ensuring quality community actions.
- To be responsive the overall monitoring of the quality of the program meet the global requirement. Program Management and Support:
- To manage and lead the action team in respective program areas.
- To assist program coordinator for the developing of workshop curriculum and IEC materials in a participatory manner with key stakeholders.
- To manage and support field supervisors in the planning and implementation of programs and field visits, to facilitate the achievement of objectives within time frame.
- To integrate health education materials along with information on the Red Cross movement. Collaboration:
- To enhance MRCS profile in the health area by collaboration with the Ministry of Health, UN agencies, Non-governmental Organizations; Community based organizations and other key health players.
- To form collaborative relationships with sister National Societies, IFRC and ICRC.
- To ensure regular collaboration and coordination with all MRCS health projects. Staff Development, Participation and Supervision:
- To assist analyzing the training needs of staff and implement capacity building programme.
- To supervise and manage field staff performance, providing year end staff performance appraisals of staff.

Monitoring and evaluation:
- To analyze key health issues affecting the most vulnerable people.
- To compile and evaluate reports received from projects.
- To prepare monthly, quarterly progress reports, bi-yearly pledge based report and annual report of respective program areas to the program coordinator. Financial Management:
- To assist program coordinator in the budget preparation
- To supervise respective budget control and monitor the implementation rate of program
- To control of self financial usage and prepare self financial clearance report
- To manage and supervise field financial expenses and field financial report
Skills and Competencies Requirements
Myanmar National University Graduate Experience in managing volunteers, youth and staff Experience and/or knowledge in planning, project management and reporting Experience in local capacity building and community development Effective computer knowledge (MS Office, Internet) Effective English language skill Strong skills in coaching, mentoring, and training Practical approaches working with volunteers, communities, youth Analytical skills, innovation and creativity Results oriented and accountability Ability to work with local authorities, volunteers, youth and the management of State/ Division and Township Red Cross Societies
- Understanding of the Red Cross Movement and willingness to actively promote Red Cross fundamental principles
