Vacancy Announcement : Deputy Head of Division, Health Division : (1) post : Head of Health Division : Nay Pyi Taw (Head Quarter) with frequently travel to program townships Appointment : Initial three months probation contract with extension as subject to performance appraisal and funding availability Application Deadline : 16:30, 10.09.2013 Purpose of this position: Within the framework of the MRCS policies and procedures and in accordance with the fundamental principles of the Red Cross Movement, the Deputy Head will assist the Head of Health Division, technical advisors and delegates working in collaboration with the MRCS Health Division, in all aspects of planning, management and implementation of community health development project. Duties and Responsibilities
Planning and Management
- Develop project proposals in accordance with the MRCS Strategic Plan.
- Development of a realistic plan to implement the projects/ programs in line with the MRCS Strategic Plan.
- Manage and supervise existing health programs and projects, such as Health and Care Program, Disease Prevention Program, Rehabilitation Program, Water and Sanitation Programs.
- Respect and follow the MRCS Financial Rules, Procedures and Guidelines and responsible for Financial Management.
- Ensure to follow the staff regulations, human resources procedures, HR systems, HR guidelines, Staff Performance Appraisal guidelines, and HR policies. Coordination and Collaboration
- Enhance MRCS profile in the health area by coordination and collaboration with the Ministry of Health, UN Agencies, INGOs and NGOs, Community Based Organizations and other key health players.
- Build coordinative and collaborative relationship with IFRC, ICRC and Sister National Societies.
- Ensure regular coordination and collaboration all MRCS health projects with all other MRCS Divisions.
- Advice to Township Red Cross Supervisory Committee on the Red Cross health matters.
- Lobby local government and authority on Red Cross health matters and enhance MRCS's role and credibility in health activities.
- Analyze the training need of staff and implement capacity building program.
- Supervise and manage staff performance, providing annual staff performance appraisals of staff.

- Meet monthly with all health division staff and informing them of program progress, challenges and future directions.
- Responsible for Monitoring, Evaluation, and Reporting of programs under the Health Division.
- Conduct regular monitoring to target areas and midterm and final evaluation process on health programs.
Skills and Competencies Requirements
- Myanmar National
- Relevant university degree in related field
- At least 5 years experience in community development programmes and management in health related projects
- Comprehensive knowledge on priority health problems and issues in Myanmar
- Broad experiences working in a range of organizations and national working experience: International exposure is desirable
- Experience in development and implementation of health programmes is an asset
- Good communication and net working skills among vulnerable communities, Red Cross Movement, UN and INGO organizations and government
- Strong interpersonal and facilitation skills
- Experience in financial management
- Effective English language skills
- Effective Computer Knowledge (MS Office & Internet)
- Understanding of, and willingness to promote, Red Cross Fundamental principles.
