MAG's Vision: A safe and secure future for men, women and children affected by armed violence and conflict.MAG's Mission: MAG saves lives and builds futures by working with others to reclaim land contaminated with the debris of conflict, to reduce the daily risk of death or injury for civilians, and to create safe and secure conditions for development.Job Purpose: Efficient field coordination - i.e. planning, implementation, monitoring and reporting of Community Liaison activities, ensuring effective CL contribution to the MAG country programme's mission of building the futures of mine and UXO affected people.Project Planning and Coordination
  • Develop work plans with manager to ensure the sector meets donor outputs and operational requirements
  • Attend the quarterly Sector Planning Meetings and other operational planning meetings
  • Coordinate with other organisations, including obtaining cooperation from relevant local leaders and stakeholders to enable CL teams to carry out MRE/community liaison activities
  • Assist CL teams in identifying MRE needs and implementing as required
  • Visit communities to liaise with leaders and other key people to gather details about the location, its contamination and the problems caused by the contamination (using interviews, meetings, observation, cross checking, mapping and photographs).
  • Accurately document this information using agreed forms, maps, photographs and additional notesLiaise with village leaders, communities, local authorities, government bodies, NGO's and development agencies
  • Highlight to the CLC/M the need for any additional action in the area of operations including Victims Assistance and MRE and Implement as required
  • Maintain up to database of activities and findings from field research
Programme Management
  • Task Community Liaison Teams according to the approved weekly activity and related plans
  • Monitor all aspects of the Community Liaison activities to ensure the Community Liaison Teams adhere to the approved weekly activity and resource plans.
  • Ensure adherence to the SOP for community liaison and mine risk education to achieve the effective and efficient running of CL operations and activities.
  • Recommend appropriate amendments as required to the Community Liaison Manager. Report non-compliance to the CLM
  • Submit recommendations for prioritisation of tasks from community liaison analysis of impact survey and community assessment surveys information
  • When required, deliver direct mine risk education to at-risk groups of the population or train development actors upon request.
  • Analyse data collected through the community assessment surveys
  • Produce GIS map for CL activities as required - for case studies or by CLM or for donors, etc.
  • Keep the national CLM fully informed of all activities & communicate as appropriate
  • Conduct regular field monitoring trips to ensure quality standards of CL activities
  • Conduct follow up visits to teachers, religious leaders and community leaders (and others as required) trained by MAG in the delivery of MRE
Training
  • Train partners, teachers, religious leaders, and community leaders (and others as required) in the delivery of MRE (ToT)
  • Assist the Community Liaison Manager in identifying training needs and contributing to the development and implementation of Community Liaison training plans.
  • Deliver training to external agencies, including local authorities, and partner organizations
  • Assist in the development of the training resources for the teacher training and the religious and community leaders training.
  • Deliver training to new CLO staff in coordination with Community Liaison Manager
  • Evaluate the field application of training by the Community Liaison Teams
  • In coordination with CLM, provide training to partners in information management and data collection and other components of MAG's Community Liaison approach
Reporting
  • Collect IMSMA forms filled by the teams and monitor quality, raise questions with the teams where necessary and arrange to make copies for MAG files, CLM and for relevant stakeholders
  • Complete the MMAS reporting forms & submit as required
  • Submit weekly activity reports to the CLM & other persons as required
  • Highlight any problems the Community Liaison teams have encountered regarding community collaboration and cooperation to Community Liaison Manager
  • Provide the information for a minimum of one case study per month to the programme office using the case study collection form. Update the programme office of any interesting casestudies in the sector
  • Produce GIS map for all communities or as required for operational & other purposes
Representation
  • Represent MAG with all stakeholders where required- affected communities, government officials from local authorities, the Ministries and their directorates as well as other stakeholdersand leaders as required.
  • Ensure relevant and transparent communications on all programme issues.
  • Ensure the integrity of MAG's organisational profile in all external communications (both written and verbal).
  • Deputize for national CLM as and when required such as meeting visitors, donors etc.
  • Communicate directly and effectively with international CLM & other international staff as & when required
Security
  • Ensure that all CL staff complies with all security policies and Standard Operating procedures. Report non-compliance and any security incidents to the CLM/Country Director or DesignatedSecurity Focal Point.
  • Ensure all work plans have been reviewed and approved by the Security Focal Point (SFP)
  • Provide the SFP with information reports of any changes in the security environment within the sector.
Expectations
  • Due to the nature of the position, a degree of flexibility is essential. Travel will be required, andduties may need to be performed which are additional to those listed above.

Essential Experience
3 - 5 years working in the humanitarian sector and engaging with communities using a rights based approach,assisting international organisations develop programmesDemonstrated and successful experience in a capacity building roleExperience monitoring, evaluation and reportingEssential Skills and Knowledge
  • Computer Literacy
  • Competent to write & express self fluently in Myanmar and English (including report writing & communications with authorities)
  • Competent to explain Myanmar & other documentation as required to the national CL staff
