Background Information - Job-specific
While reporting directly to the Team Lead of administration the asset management specialist will work in close collaboration with UNOPS asset management team in CSPG and relevant practices at UNOPS to support and manage the continuous development of content and scope for IPSAS driven asset management and reporting. The incumbent will be responsible for preparing all training and instruction material for UNOPS asset management which is managed in accordance to IPSAS standards for accrual reporting and applied as per the corporately defined policy on assets with regards to threshold etc. The incumbent will also be the focal point for the field training which is conducted both as teleconferences and as face to face training to some travel will be required. The asset management specialist will be heading up the training pertaining to UNOPS global management and reporting on assets with a particular focus on the new inclusion of field managed assets.
Functional Responsibilities
- Review and re-write and/or refine IPSAS compliant policy guidance on assets (non-financial, non-current) in order to accommodate the inclusion of project assets and the application of transitional provisions (IPSAS 17).
- Write up UNOPS IPSAS compliant business and systems processes on asset management with a particular focus on the new inclusion of field managed assets.
- Maintain a high-level organizational impact analysis, highlighting the changes in policies, procedures, and IT systems that will be implemented in order to comply with IPSAS on field managed assets.
- Continuous contribution to the coordination and planning of the re-alignment to IPSAS of UNOPS asset management practices and reporting.
- General review of asset types and/or classes with the aim of providing guidance and recommendations on appropriate accounting treatment under IPSAS of such assets.
- Provision of asset notes entailing the reasoning for accounting treatment of any given UNOPS asset (non-financial, non-current).
- General quality assurance on the detailed project plan, including tasks to be completed to fill the gaps, timeframe for completion and project milestones.
- Advisory support on overall issues concerning IPSAS compliant asset management.
- Conduct an organizational impact assessment on the implementation of IPSAS compliant asset management and reporting at Country Office- as well as HQ level.
- Contribute to a communication strategy for all relevant stakeholders including staff that will be impacted by the asset management changes.
- Establish synthesis of lessons learnt and best practices in asset management.
- Establish, as-if required, external review points for quality assurance on asset management.
- Practice co-ordination pertaining to asset management. Facilitate coordination between UNOPS practices affected by asset management processes and reporting requirements.
- Contribute to the design of training strategy including timelines, scope and target audience and the development of training materials and facilitation hereof. Perform other related duties as required

Education/Experience/Language requirementsA Master's degree is a requirement along with at least 5 years of experience in IPSAS Fluency in English is a requirement Contract type, level and duration
