Background Information - Iraq
Iraq
The UNOPS Iraq office is based in Amman, Jordan and has sub-offices in Baghdad and Erbil in Iraq. The office also manages projects in Jordan, Syria and Yemen. UNOPS provides a range of project development, technical management and infrastructure-related services in Iraq, supporting economic recovery and development, reconciliation and civil society, elections, human rights and rule of law, and health, water and sanitation. Project background
In March 2010, the Palestinian President issued a decree to form the Palestinian Anti Corruption Commission (PACC), in compliance with article 11 of the anti corruption law no. 1 of 2005 which stipulated 'establish under the provisions of this law a commission called Anti-Corruption Commission, the Commission shall obtain legal personality, administrative and financial autonomy, and allocated a special budget within the general budget of the National Authority, and as such carry out all legal actions necessary to achieve its objectives, the right to conclude contracts and litigation and represented in the courts by commission's prosecution'.
In March 2011, the Palestinian Authority (PA) through the Palestinian Anti Corruption Commission PACC joined UNDP's Regional Project on Anti Corruption and Integrity in the Arab Countries' (ACIAC), thus making the PA aprimary beneficiary of its support. ACIAC is a regional instrument aimed to strengthen cooperation and promote collective action against corruption in the Arab Counties, while adding value to related bilateral and multilateral efforts. Implementation focuses on four inter-related areas of work that have been identified based on the results of more than three years of region-wide consultations. These areas are: (i) anti-corruption assessment; (ii) implementation of the United Nations Convention Against Corruption (UNCAC)thematic priorities; (iii) integrity in specific vulnerable sectors; and (iv) anti-corruption in crisis-affected countries.
In June 2013, the UN in Palestine completed the development of the UNDAF for Palestine, where UNDP/PAPP played a major role in achieving significant results in the area of fighting corruption through the implementation of the second output - Governance, rule of law, justice and human rights.
In addition to the above, UNDP/PAPP is in the process to finalizing the three years programme document for its Rule of Law programme (2014-2017), where special emphasis will be given to anti corruption efforts in Palestine.
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Functional Responsibilities
The main objective of this assignment is to develop a project document that draws the road map of interventions for the coming three years in the area of anti corruption in Palestine in full cooperation and coordination with the PACC. The project document may draw on the UNDP regional Anti-Corruption and Integrity in the Arab Countries (ACIAC), as well as the Palestinian National Strategy for fighting corruption (2012-2014). The consultant, in cooperation with the UNDP CTA/RoL and the UNDP Capacity Development Project Manager is expected to complete the following tasks:
- Perform literature review relevant to anti-corruption in Palestine.
- In coordination with the PACC as the main anti-corruption focal point in Palestine, the consultant will liaise with key stakeholders including members of the UNCAC assessment Ministerial and Technical Committee, to identify project outputs, inputs, and activities that will form the basis of the three years planned project.
- Using UNDP methodologies and templates, the consultant will develop a three years project document that focuses on (i) capacity development of PACC, (ii) capacity development of PA partner institutions (iii) diagnosis of existing anti corruption related legal frameworks and recommendations for amendments and/or development, (iv) local and international cooperation mechanisms and other issues that might be raised during the preliminary consultations.
- Finalize and present the three years project document – that will (partially) be incorporated within the new RoL three years programme document - to national stakeholders and potential donors.

Management arrangements
The consultant will be based at the Rule of Law (RoL) UNDP/PAPP office in Ramallah for Twenty (20) working days and will be expected to work online additional time as required and agreed, from home-based location in Palestine. The consultant is also expected to bring in his/her international expertise in developing a three years project document. The consultant is expected to provide a detailed work plan to be discussed and finalized between the consultant, the Chief Technical Advisor for Rule of Law at UNDP/PAPP and the Project Manager / Capacity Development.
As the PACC will be the main counterpart for this initiative, all meetings will be fully coordinated with the PACC, which will take the responsibility to invite, host, facilitate and participate in such meetings. Further meetings with other stakeholders will be identified and coordinated with the PACC proceeded by a preliminary meeting with the PACC, so as to agree on a final mission schedule and detailed work plan.
Perform other related duties as required.
Competencies
- Current knowledge on the UNCAC and other international and regional anti-corruption standards.
- Ability to use and access computers, internet, and telecommunications;
- Strong knowledge of the political, economic and social contexts in Palestine and the existing national anti-corruption system;
- Excellent research, drafting, analytical and communication skills;
- Knowledge of developing documents on line with UNDP requirements is essential;
- Ability to perform well under high pressure and according to time-sensitive schedules; and
- More than 10 years of experience in the area of Governance, experience in Anti Corruption area
- Proven record in drafting project documents preferably with UNDP;
- Established experience in strategy and policies formulation.
