OBJECTIVES OF THE PROGRAMME :
The programme objective are a) to contribute to the reduction of transmission, morbidity and economic loss related to malaria and b) to prevent, promote and control tuberculosis in DPR Korea. The specific objectives include:
- To ensure effective planning and implementation of the Global Fund Grants in DPR Korea
- To coordinate with the National Malaria and TB Control Programmes to ensure smooth and effective implementation and timely reporting
- To assist in managing the Global Fund Grants
- To represent WHO as the Sub-recipient of the Global Fund Grants.
Description of duties:
Under the direct supervision of the WR DPR Korea and with support from AO and the guidance of the Project Manager the incumbent shall serve as the administrative and finance focal person for the Global Fund Grants for which WHO serves as the Fund Sub-recipient (SR).
The incumbent will manage financial arrangements of the project in collaboration with the national programme officers.
The incumbent will work in a collaborative manner with the UNICEF country office that serves as the Principal Recipient (PR) and the National Malaria and TB Control Programmes.
Specific duties to be carried out by the incumbent are as follows:
1. Develop/strengthen project financial standard operational procedure (SOPs) in line with Global Fund, UNICEF (PR), WHO criteria
2. Liaise with national staff of TB and Malaria programmes and PMU of MOPH on all administrative and financial issues relating to the management of the GF project
3. Review the budget and plans, including detailed budget breakdown submitted by the Project Management Unit (PMU) of the MOPH for all planned activities
4. Review and assist in the disbursement of transactions to the PMU based on the approved project workplan and budget
5. Review and monitor all claims/vouchers/transactions submitted by the PMU to ensure compliance with the rules and regulations by WHO and by grant agreements with UNICEF
6. Provide regular updates on the financial situation and variance analysis based on financial reports from PMU according to project workplans & budget plans
7. Ensure timely submission of quarterly financial reports and disbursement requests to UNICEF to fulfill the requirements of performance based funding
8. Maintain the financial/account management system
9. Provide technical support to the PMU (upon request) and monitor the PMU financial and accounting performance
10. Manage salary payments of the project team through WHO Global Management System
11. Provide logistic support for travel, leave, benefit, of the project team and procurements for which WHO is responsible as per WHO criteria
12. Perform any other tasks assigned by the supervisor.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in Business or Public Administration or Commerce with specialization in Finance, Accounting or Financial Management.
Desirable: Advanced degree in business management is an asset.

Experience:
Essential: At least 5 years of experience including at least 2 years at the international level in accounting and financing.
Desirable: Working experience with UN agencies or Global Fund related activities is an asset. Experience in the WHO global management system (GSM) is an asset.
Languages:
Excellent command of written and spoken English.
Annual salary:
(Net of tax)
USD 56,091 at single rate
USD 60,091 with primary dependants
Post Adjustment:
56.60 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
